The primary responsibility of the job is to identify, design and implement leading-edge training and development opportunities focusing on employee and leadership development.
The incumbent applies a general understanding of organizational development and HR competencies in supporting the implementation and delivery of leadership development Division-wide.
In collaboration with Leadership Support Services, the incumbent leads the development of engaging learning products that can be delivered virtually, in-person setting or via e-learning. The incumbent supports the delivery of wellness initiative through Occupational Health and Safety (OHS) Unit staff.
**JOB RESPONSIBILITIES INCLUDE**:
- Contribute to short
- and long-term strategic planning
- Participate in creation and development of a vision for organizational learning
- Provide input into budget planning process
- Develop and implement plans by defining scope, markers, deliverables, outcomes and end results
- Design and develop strategic training plans for staff
- Identify proactive strategies, including succession planning, to address gaps before becoming problematic
- Conduct assessments - undertake organizational, task and employee analysis, to identify needs
- Research, design or procure identified training and development initiatives
- Implement and deliver sessions and in-services based on initiatives
- Evaluate effectiveness, relevance of sessions
- Lead team by implementing best practices and training plan
- Provide guidance, support, feedback and development to team members
- Identify gaps in knowledge, skills and experience
- Research and Identify opportunities for future learning and development
- Identify opportunities to enhance team synergy
- Consult and collaborate with managers and administrators to design, implement and evaluate initiatives
- Provide vision, guidance, and innovative and strategic direction
- Manage Division-wide communication of professional and training development opportunities
- Manage partnerships with post-secondary institutions
- Manage relationships with schools and departments to achieve goals and objectives
- Partner with Human Resource Services (HRS) managers to plan and develop modules
- Source, coordinate and deliver HRS learning products including supervision, leadership, staffing, performance evaluation and employee relations management
- Solicit feedback from module participants
- Collect and analyze program data with a vision for improvement and to establish success criteria
- Generate reports and develop recommendations for improvement
- Report on completion, success rates, and delivery methods to leadership and staff
- Maintain technical knowledge and professional credentials through a range of activities
**QUALIFICATIONS INCLUDE**:
**Degree in Human Resource Management or related area, plus five years related experience**
- Chartered Professional in Human Resources (CPHR) or Certified Training and Development Professional (CTDP) an asset
- In-depth knowledge of adult learning and teaching techniques and principles
- In-depth knowledge of key components of training and development: Strategic Planning, Best Practices, Needs Assessment, Design and Development, Training Delivery and Evaluation
- Knowledge of project management principles and records management practices including Freedom of Information and Protection of Privacy (FOIP) Legislation
- Knowledge of program development and presentation techniques and principles
- Working knowledge of Human Resource functional areas
- Knowledge of workplace safety and an awareness of Occupational Health and Safety regulations
- Knowledge of the education environment
- General knowledge of department and Division’s programs, operations and business
- Advanced oral and written communication skills
- Ability to communicate complex information to a wide-base of clients and stakeholders
- Advanced presentation skills with the ability to relate to a varied audience
- Advanced project management and negotiation skills
- Advanced consultation and needs assessment skills
- Strong problem-solving skills and the ability to influence decision making
- Strong research and analysis skills
