Learning and Development Specialist

**Job Description**:
**POSITION PURPOSE**:
Reporting to the Supervisor, Workforce Planning is responsible for assessing departmental learning and development needs; developing, delivering, monitoring, and evaluating learning and development programs for the Department; assessing program training technology, legislated training requirements and individual and group learning and development plans; developing, implementing and monitoring all Department learning and development policies, processes and practices; ensuring that program learning and development practices are consistent with Corporate policies, legislation and regulations; and providing leadership, training and guidance to the Training Coordinators and other positions which support the learning and development function within the Department.
**MAJOR RESPONSIBILITIES**:
- Researches, plans, designs, develops and evaluates learning and development programs to support the Department, including digital upskilling.
- Conducts regular needs analysis, surveys and assessments with Department staff, to determine learning and development needs and areas requiring planning and support.
- Ensures all learning and development programs and materials are delivered in accordance with appropriate Provincial legislation, regulations and guidelines and with Corporate and Department policies and guidelines.
- Develops and implements an evaluation process for external training vendors and provides a summary report on participant feedback and suggestions for improvement and evaluates effectiveness of training programs.
- Researches program training technology, legislated training requirements and individual and group learning and development plans.
- Develops, implements and reviews all Department learning, development and related policies, processes and practices.
- Acts a resource and makes recommendations to management and staff and delivers presentations to internal and external stakeholders on Department learning and development programs, requirements, procedures and policies.
- Liaises with senior management, Corporate Learning Branch staff, Health and Safety staff, external agencies, municipalities, vendors, community colleges and the public to research and develop training programs, manuals and materials.
- Participates in internal and external management system audits (ISO 9001, ISO 14001 and Drinking Water Quality Management Standard programs).
- Conducts audits of employee training status and provides updates to appropriate management.
- Provides oversight, guidance and training to the Training Support Coordinators and other positions which support the learning and development function within the Department.
**QUALIFICATIONS**
- Successful completion of a Community College Diploma in Business Administration, Social Sciences, Adult Education or related field or approved equivalent combination of education and experience.
- Minimum three (3) years demonstrated experience in adult education, including program design, delivery and evaluation.
- Valid Ontario Class “G” driver’s license and reliable vehicle to use on corporate business.
- Sound knowledge of the Department’s program delivery operations, related legislation, programs and services and the community served.
- Knowledge and demonstrated ability in instructional design, analysis, measurement and evaluative methods, facilitation and presentation skills.
