Superintendent Fleet Maintenance and Major Overhaul

Under the general guidance of the Manager of Plant and Equipment, the Superintendent of Fleet Maintenance and Major Overhaul is responsible and accountable for delivery of high-quality operations and maintenance services for Winnipeg Transit vehicles. This includes daily operations related to preventative and corrective maintenance and servicing of Transit vehicles, which include buses, cars, trucks, support vehicles and equipment.
The position provides overall leadership and direction to approximately 103 individuals in various shops which include: Body Shop, Weld and Vehicle Refurbishing shop, Vehicle Systems Training and Safety, Machine Shop, Component Rebuild Shop, North Garage 1520 Main Street location, and all Evening, Night and Weekend shifts at both 421 Osborne Street and 1520 Main street maintenance locations.
The Superintendent of Fleet Maintenance and Major Overhaul oversees an annual operating budget of approximately $15 million. The Superintendent manages efficiencies while providing safe and reliable buses and other vehicles and equipment to meet the City of Winnipeg Transit operational requirements, ensuring customers’ needs are met. In conjunction with other business units, position establishes service strategies to ensure vehicles are maintained in an efficient and cost-effective manner while meeting daily service requirements.
This position is responsible for the performance, safety and well-being of all staff and as a member of the division management team, the Superintendent participates in the development of division plans and policies.
**As the Superintendent Fleet Maintenance & Procurement you will**:
- Provide leadership and oversight to employees within the Fleet Maintenance and Major Overhaul Branch
- Ensure sufficient, safe and operable vehicles are available to meet defined transit service requirements, and the needs of Transit’s operational and maintenance support units
- Manage the continuous improvement of vehicle heavy repair, overhaul, and preventative maintenance
- Ensure efficient operation of the Fleet Maintenance and Major Overhaul Branch within the budget approved by City Council
- Represent the Division on various committees as well as oversight of Plant and Equipment Safety Committee, Safe Work Procedures (SWP) and Site-Specific Risk Assessment (SSRA), Materials Safety Data Sheet (MSDS) (chemical inventory) databases.
- Manage attendance and return to work folders, managing logistics of triannual job sign up processes as well as vacation signups for all ATU in all classifications by seniority.
**Your education and qualifications include**:
- Completion of a certificate program or University degree in Labour Relations, Industrial Supervision, Business Administration, Public Sector Management, Human Resource Management or other appropriate field or equivalent combination of education and experience.
- Journeyman trades status recognized by the Province of Manitoba in a related discipline.
- Related certificates in Provincial MOPIA, CWB, Cummins, transmission, and electrical diagnostics and repairs are preferred.
- Three years’ experience as a Journeyman in a related trade.
- Minimum of seven (7) years’ related progressive management/supervisory experience in fleet, trucking, or transportation, or a similar environment.
- Knowledge and experience with emerging trends, technologies, scheduling and general practices related to fleet vehicle industry.
- Leadership, organizational, analytical and decision-making skills including the ability to effectively direct the activities of a unionized workforce.
- Experience administering and interpreting collective agreements is preferred.
- Ability to identify and manage key performance indicators.
- Ability to analyze maintenance sub-systems and develop work flow strategies.
- Ability to manage ambiguity and emergency procedures to ensure reliable service requirements are maintained.
- Knowledge of Project and Contract Management is preferred.
- Ability to effectively deal with multiple complex issues concurrently.
- Must be able to deal effectively with stressful conditions, maintaining professional conduct.
- Must be able to work independently, analyze complex situations, prioritize competing demands, and make effective decisions based on sound judgment.
- Working knowledge of Federal/Provincial Vehicle and Safety Regulations as well as Transit Department Safety Policies and Practices.
- Working knowledge of Transit’s Maintenance Management Information System (MMIS) is preferred.
- Ability to express ideas clearly and concisely, both orally and in writing.
- Ability to establish and maintain effective working relationships with employees at all levels of the organization, as well as outside agencies and the public, in accordance with the Respectful Workplace Standard.
