**Position Description**:
The role of an IT Project Portfolio Manager is to ensure that the organization's IT projects align with its strategic objectives and are delivered effectively. Their primary purpose is to oversee the entire portfolio of IT projects, from intake to delivery, ensuring that resources are allocated efficiently, risks are managed effectively, and projects are completed on time and within budget. Their mandate involves establishing and maintaining project intake processes, prioritizing projects based on organizational priorities, managing external project managers and portfolio leads and providing strategic guidance to project teams.

**Key Responsibilities**:

- Establishing and maintaining the project intake processes. This entails developing structured procedures and workflows for the submission, evaluation, and prioritization of IT project proposals, ensuring alignment with organizational goals and strategic objectives.
- Prioritizing multiple cross functional projects based on organizational priorities, strategic alignment, compliance, regulatory, risk, return on investment, and providing strategic guidance to project teams. The incumbent is tasked with prioritizing projects based on a multitude of factors including organizational priorities, strategic alignment, compliance with regulatory standards, risk assessment, and return on investment considerations.
- Define and maintain project governance frameworks, stakeholder reporting, monitor project progress and performance, and resolve issues and conflicts as they arise. The incumbent is responsible for defining and maintaining project governance frameworks, ensuring adherence to established guidelines and processes throughout the project lifecycle.
- Carefully evaluate each project proposal against these criteria, ensure proper project approval reviews such as the Technology Management Committee, ITS SLT, etc., the manager then ensures that resources are allocated efficiently, and projects are executed in alignment with the college's overarching goals and objectives.
- Monitors project progress and performance, tracking key metrics and milestones to ensure projects stay on track and within scope, budget, and timeline. Additionally, the manager plays a crucial role in resolving issues and conflicts as they arise, employing effective problem solving and conflict resolution techniques to mitigate risks and keep projects moving forward smoothly.
- Drive continuous improvement initiatives to enhance project delivery processes and outcomes. The incumbent serves as the steward of project governance frameworks, meticulously maintaining adherence to established guidelines and processes across the project lifecycle.

**Educational and Experience Requirements**:

- Four-year Honours degree from a recognized post-secondary institute in a field related to Information Technology/Computer Science plus formal project and portfolio management certifications or experience.
- Project Management Professional (PMP) Certification or Equivalent Experience such as PRINCE2 Practitioner Project Management Certification, Certified Associate in Project Management (CAPM) or Project+ is required.
- Portfolio Management Professional (PfMP) Certification or equivalent experience is required.
- ITIL (Information Technology Infrastructure Library) Certification is required.
- Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM) are strong assets.
- Certified in the Governance of Enterprise IT (CGEIT) is an asset.
- Minimum seven (7) years of experience in an IT project management leadership role in a medium to large sized organization.
- Experience managing a diverse portfolio of IT projects in an organizational environment, such as a multinational corporation, government agency, or medium/large enterprise.
- Demonstration to oversee multiple concurrent projects, ranging from small-scale initiatives to large-scale enterprise-wide transformations, experience in developing and implementing project intake processes, prioritizing projects based on strategic objectives, and aligning project portfolios with organizational goals.
- Successfully led cross-functional project teams, managed stakeholder expectations, and navigated complex organizational structures and dynamics.
- Training in project management methodologies.
