**The Opportunity**:
This management position is responsible for implementing The City’s strategic direction through leadership in the areas of parking enforcement and ticket administration, licensing, the development and maintenance of regulations and bylaws, the enforcement of bylaws, problem solving skills, communications, and liaison with the community.
- Degree in Business, Leadership or Management, or a related field.
- Five years of experience in a large organization with high public interface preferably in a municipal or government related environment.
- Five years of progressive management experience, including performance management with the ability to direct, coach and mentor employees.
- Experience and demonstrated knowledge with Municipal Bylaws, Municipal Government Act and other acts and regulations that influence or provide direction on the department mandate.
- Experience and demonstrated knowledge in conflict resolution and de-escalation for both customer and employee situations.
- A combination of education and experience may be considered.
- Thorough knowledge of the functions of municipal government, including knowledge and experience with bylaws and policies.
- Ability to research and analyze issues.
- Ability to use The City’s strategic direction, planning documents combined with The City’s bylaws to make recommendations that reflect The City’s long-term interest.
- Proven facilitation, mediation and problem-solving skills.
- Demonstrated ability to lead a high-performance team and contribute to department efficiency and success.
- Highly developed communication skills with the ability to communicate concisely, verbally and in writing to interpret and relay technical information to various City personnel and the public.
- Demonstrated ability to work efficiently and independently in a department where there a wide range of issues and challenges, some of which are highly sensitive.
- Demonstrated interpersonal skills to effectively deal with consultants, elected officials, government agencies, and the public in a collaborative manner.
- A high level of accuracy and judgment as incorrect decisions may have significant consequences (eg. Professional liability, lawsuits, and financial costs).
- Demonstrated ability to manage time in a department where there a wide range of issues and challenges.
- Ability to direct and co-ordinate the flow of documents and activities to other personnel and assign work duties to staff, including special projects.
- Ability to establish and maintain effective working relationships with the public, internal Departments, legal counsel, and the media.
- Ability to write detailed reports and to make public presentations.
- Knowledge of Microsoft Office (Excel, Word, PowerPoint, Access).

**Affiliation**:
Exempt

**Remuneration**:
$49.69 to $62.11 per hour.

$97,260 to $121,575 per annum.

**Hours of Work**:
75 hours biweekly, Monday to Friday. Some evening and weekend work may be required.
