Our robust Inclusion, Diversity, Equity and Accessibility program continues to grow, and has been recognized by the United Nations and many other organizations for our leadership. **ABOUT THE ROLE** Reporting to the Supervisor, Debt and Investor Relations, is responsible for supporting a comprehensive and integrated funding strategy for the Region’s capital program that optimizes the use of debt and reserves, administering current and future financial obligations, assisting with investors and credit rating agencies and supporting the development of related policies. **WHAT YOU WILL BE DOING** - Develop key elements of financial models and run financial models to support the Region’s Long-Term Debt Strategy optimizing the use of development charges, tax levy, user rates and reserves. - Develop key elements of multi-year capital funding models for 10 and 20-year forecast periods that optimize available debt capacity, reserves and other funding sources. - Analyze and describe the results of findings and prepare recommendations based on them. - Assist in the review of all material capital financing leases to ensure that they represent the best economic opportunity for the Region and are reported upon in prescribed manner to Council on an annual basis. - Support the analysis of existing reserves to determine adequacy. - Undertake analysis for the purpose of developing appropriate reserve targets and funding strategies. - Analyze the need for new reserves and/or the collapse of existing reserves. - Prepare key elements of financial models required for the development of the annual Long-Term Debt Management Plan including an examination of risks and mitigations. - Assist with developing presentations for internal stakeholders and potential investors into the Region’s debentures. - Prepare timely and accurate payments of debt obligations and make input to the Debt Management System for issued debentures. - Communicate and coordinate with Regional Departments, external institutions, municipalities, lawyers, bond rating agencies, investors, vendors and service providers in the execution of borrowing, lending and negotiating functions. - Prepare value-for-money analysis to assist in the selection of major complex corporate procurements. - Analyze requests from external not-for-profit parties for loans from the corporation.
