Supervisor, Debt and Investor Relations

**Job Description**:
**POSITION PURPOSE**
Reporting to the Manager, Financing and Reserves is responsible for administering the capital financing activities of the corporation; overseeing the investor relations program and credit rating activities; overseeing the Region’s debt; and for recommending policies related to capital financing and debt.
**MAJOR RESPONSIBILITIES**
- Coordinates new debt/debenture issues, including obtaining OMB approvals, where necessary, and preparing an updated Annual Repayment Limit or “ARL”; ensures that all requested financing has received Council/budgetary approval and meets regulatory and policy guidelines.
- Recommends and coordinates the allocation of funding sources for all major corporate capital expenditures including debt, reserves and reserve funds, tax levies, user fees and government transfers in accordance with approved policies.
- Coordinates requests by external parties for loans and/or loan guarantees by the Region as well as the related financial agreements.
- Strategizes, researches and develops presentations to be delivered to potential investors of the Region’s debentures based on industry best practices.
- Presents and responds to questions from potential investors at one-on-one meetings and investor conferences and acts as a point of contact for follow-up queries.
- Coordinates, interprets and prepares information requested by the major bond rating agencies (e.g. Moody's Investors Service, Standard & Poors Ratings Services) regarding the economic and financial vitality of the Region and its local municipalities.
- Reviews and recommends updates to the corporate Capital Financing and Debt Policy.
- Leads the development of the annual Long-Term Debt and Other Financial Obligations Management Plan (Debt Management Plan) including an examination of risk and mitigation factors and potential impact on the 20-year capital expenditure plan.
- Manages professional staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Assumes functions of the Manager, in that person’s absence, as directed.
**QUALIFICATIONS**
- Successful completion of a Master’s degree in Business Administration (M.B.A.), Economics, or a related discipline or a Chartered Financial Analyst (CFA) designation or approved equivalent combination of education and experience.
- Minimum three (3) years progressively responsible experience in a large multi-divisional organization in debt management, financial analysis and forecasting and demonstrated supervisory or leadership experience.
- Knowledge of provincial and municipal statutes and regulations pertaining to debt issuance, investments and governance issues, including the ability to interpret and explain complex legislation.
- Sound knowledge of financial and economic principles and practices and the workings of capital markets, both domestically and internationally.
- Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, accountability, and flexibility/adaptability.
