**Position Purpose**
The Program Manager for Residential Social Service Programs is responsible for the overall management, supervision, and coordination of a residential programs within ICCS. The Program Manager ensures that programs operate effectively, meet the needs of residents, and align with the organization’s mission and goals. This role involves oversight of program staff, budget management, and the implementation of program policies and procedures. The Program Manager also works closely with other departments to ensure that residents receive high-quality, holistic services that promote their well-being and independence.

This role involves oversight of program staff, budget management, and the implementation of program policies and procedures. **Key Responsibilities**:
**Program Leadership and Management**
- Oversee the day-to-day operations of the residential program, ensuring they run efficiently and effectively.
- Develop and implement program procedures and protocols, ensuring they meet legal and regulatory standards and align with society policies.
- Ensure the program is delivered in a trauma-informed, resident-centered manner that respects the dignity and rights of residents.
**Staff Supervision and Development**
- Lead, mentor, and support the program team, including case workers, support staff, kitchen, and janitorial personnel.
- Conduct regular staff meetings and promote ongoing professional development through continuous training opportunities.
- Evaluate staff performance, identify training needs, and work with the HR Department to implement effective orientation and in-service training opportunities.
- Manage staffing needs, including recruiting, retaining, and addressing any personnel issues.
- Oversee staff scheduling, ensuring efficient handling of time-off requests in accordance with procedures and regulations.
- Provide clear policy guidance, technical expertise, and practical support to all staff members.
**Resident Care and Support**
- Ensure that residents receive individualized care plans that address their physical, emotional, social, and behavioral needs.
- Foster a safe, supportive, and inclusive environment for all residents.
- Collaborate with external service providers and community partners to enhance service delivery and meet the diverse needs of residents.
**Budget and Resource Management**
- Plans, administers, and controls assigned budgets for contracts, equipment, and supplies (including monitoring, reporting, and accounting for budget variances).
- Oversees approved budgets and expenditures in accordance with ICCS’ financial control and administrative procedures.
**Compliance and Quality Assurance**
- Ensure that all residential programs comply with relevant laws, regulations, and licensing requirements.
- Develop and implement quality assurance measures to monitor and evaluate program effectiveness.
- Prepare and submit quarterly reports to the Director of operations, Executive Team, and Board of Directors as required.
- Participate in inspections, and other regulatory reviews, implementing corrective actions as needed.
**Community Engagement and Advocacy**
