The University of Winnipeg is seeking an experienced, forward-thinking Human Resources Consultant to provide comprehensive advice on the full-scope of human resource management within a complex multi-unionized environment.
The Human Resources Department supports the University of Winnipeg’s commitment to academic excellence and renewal; student experience and success; Indigenization; research excellence, knowledge mobilization and impact; and financial and institutional resilience. Our core focus is to provide consultation, program development and key services to our faculty, staff and UWCommunity Partners through full-service People Support.
**Key areas of responsibility include the following**:
**LABOUR AND EMPLOYEE RELATIONS**
- Provides interpretation of collective agreements and University policies and procedures
- Provides advice and support to all levels of management on labour/employee relations matters outlining potential implications as a result of actions taken
- Meets with union representatives, management and employees to resolve issues
- Conducts investigations on labour and employee relations matters
- Consults and provide strategies for administering disciplinary processes, participates in disciplinary meetings and grievance hearings and prepares required written documentation
- Provides advice and support with departmental organizational design/restructuring, position discontinuance and lay-off
**RECRUITMENT AND SELECTION**
- Participates in full-cycle recruitment and selection which can include: creating job postings, pre-screening applicants, creating interview questions, participating in interviews, negotiating employment offers and responding to applicant and union inquires for non-selection
**PERFORMANCE MANAGEMENT**
- Provides advice and support to all levels of management on performance management including developing strategies to address performance issues and creating performance improvement plans
- Oversees the administration of the probationary/trial period and supports management in assessing whether to extend or terminate probation/trial period appointments
- Assists with creating training plans for new-hires and development plans for current employees (development opportunities and succession planning)
**SALARY ADMINISTRATION AND CLASSIFICATION**
- Provides advice on salary administration under collective agreements and University policy
- Assigns appropriate salary range placement for unionized employee and negotiates compensation and benefits for excluded (CMP) employees
- Provides advice and support to management and employees with creating and updating position descriptions
- Participates in classification review and classification appeal committee meetings as an evaluator
**SICK LEAVE AND ACCOMMODATION**
- Provides advice and support to management on sick leave/long-term disability management and accommodation
- In conjunction with the Employee Health & Wellness Specialist, develops action plans for return to work and reasonable accommodations
- Respond to inquiries from employees, management and union representatives on sick leave matters
**Qualifications**:
- Undergraduate degree in Human Resources or a related field of study, or Human Resources diploma
- CPHR designation is preferred
- 5 years of directly related generalist experience in a unionized environment
- Extensive experience in employee/labor relations, recruitment and selection and performance management is required
- Experience in job evaluation/classification required; experience with the Hay System an asset
- Proven problem solving skills and analytical ability
- Demonstrated ability to influence, lead and motivate others
- Demonstrated ability to manage multiple urgent tasks and deadlines
- Ability to build positive working relationships and provide customer service with a strategic focus
- Exceptional communication skills including verbal, written and training/presentation skills
- Excellent organizational and time management skills with a keen attention to detail
- Demonstrated ability to exercise tact and discretion in dealing with complex issues and sensitive information
- Advanced proficiency with Microsoft Office Suite
- Experience working with a human resources information system (HRIS) and electronic recruitment system

**The salary range for this position will be from $76,630 - $97,072 annually.
