**Job Summary**

Are you ready to shape the flow of Toronto’s streets and keep the city moving? As Manager of the Congestion Management Planning Unit, you’ll be at the forefront of one of the city’s most vital operations, ensuring our roads remain safe, efficient, and accessible for everyone. Reporting to the Director of Traffic Management, you’ll lead a high-impact team in planning and coordinating road and right-of-way closures related to construction, development, special events, and utility work.

From pedestrians and cyclists to drivers and transit riders, your work will help ensure that all Torontonians can move through the city safely and smoothly. You’ll also oversee a skilled team of work zone coordinators who review permits and orchestrate the logistics of construction closures, making sure the City and third-party partners align in keeping Toronto on the move.

**Major Responsibilities**

As the Manager of the Congestion Management Planning Unit, you'll play a vital role in keeping Toronto moving by leading a diverse portfolio of traffic management and mobility initiatives. You’ll be accountable for coordinating traffic around planned events, everything from major festivals to road races by working closely with internal and external partners to avoid conflicts with ongoing construction and maintenance activities. This includes planning and developing traffic management and communications strategies that proactively mitigate congestion and help residents and visitors navigate the city with ease.

You’ll also lead the City’s efforts to manage work zones and construction activity within the public right-of-way, ensuring safe, coordinated, and efficient use of our streets. This includes overseeing traffic mitigation plans for capital construction programs run by Transportation Services, Toronto Water, and the TTC, as well as for capital utility programs. You'll guide the review and approval of road occupancy permits, coordinate with other City divisions, and ensure all plans prioritize safety and accessibility, especially for vulnerable road users such as pedestrians and cyclists.

Your team will prepare construction staging reports for Council consideration and provide strategic input to minimize disruption from private development activity. You’ll offer expert guidance on congestion mitigation strategies and collaborate closely with the Active Traffic Management Unit, Toronto Police Service, TTC, and other City partners. As part of this work, you'll also oversee the City’s Construction Hub Coordination Program, ensuring complex construction zones are managed efficiently.

Beyond managing congestion, you'll lead the Smart Commute Program, an innovative initiative that encourages sustainable travel choices to reduce traffic, improve air quality, and support Toronto’s climate goals. This includes promoting options like transit, cycling, walking, and carpooling to help shift travel behavior city-wide.

Internally, you'll manage a high-performing team, fostering a culture of innovation, collaboration, and continuous improvement. You’ll provide leadership in daily operations by assigning work, setting performance standards, monitoring staff progress, and supporting professional development. You'll manage the unit’s budget, ensuring fiscal responsibility and resource efficiency, and you'll contribute to policy development and long-term strategic planning for the division.

Your responsibilities will also include analyzing traffic issues from pedestrian safety in school zones to transit delays, congestion hotspots and developing creative, technically sound solutions. You’ll ensure traffic studies meet rigorous standards, comply with municipal and provincial legislation, and deliver actionable recommendations in a timely manner.

In this highly collaborative role, you’ll act as a liaison to elected officials, community groups, and other agencies, representing the City at public meetings and Council sessions, and responding to inquiries on traffic matters. You'll play a key role in maintaining the integrity of Toronto’s road network while balancing the needs of construction, utility work, special events, and everyday commuters.
