**About the position**:
Currently, we are looking for a dedicated and experienced **Purchasing Manager** for our corporate office, based in Burnaby. Some travel to Regional Offices may be required.

The Purchasing Manager is responsible to plan, organize, direct, control and evaluate the activities of Houle's purchasing activities and develop and implement the purchasing policies.

**Duties and Responsibilities**:

- Monitor, maintain, negotiate and ensure compliance with all vendor agreements
- Ensure Purchasing Agents as well as Project Manager/Estimators in all regions are following best practice
- Develop purchasing policies and procedures and control purchasing department budget
- Identify vendors of materials, equipment or supplies
- Evaluate cost and quality of goods or services
- Negotiate or oversee the negotiation of purchase contracts
- Participate in the development of specifications for equipment, products or substitute materials
- Review and process claims against suppliers
- Manage the supplier rebate program
- Interview, hire and oversee training of staff (purchasing agents)
- Identify potential business opportunities
- Assist the Purchasing Agents and Estimators as needed for the day-to-day pricing and procurement of commodities for all Houle projects
- Oversee the ongoing maintenance of our database for material pricing
- The development and training for our procurement system
- Work with vendors to obtain value added services

**Experience and Skills**:

- 10+ years' experience as a purchasing agent
- Experience in the Electrical or construction Industry
- Demonstrated ability to work with individuals at all levels of the organization
- Formal purchasing training or education
- The designation Supply Chain Management Professional (SCMP) or registration in the educational program of the Supply Chain Management Association an asset
- Experience with JD Edwards
- Experience with distributor/supplier/manufacturer relationship management
- Experience with Procurement systems
- Proven ability to negotiate
- Proven ability to manage risk
- Proven leadership ability
