Subcontracts & Strategic Procurement Manager

Marshall Canada requires a Subcontracts & Strategic Procurement Manager in Ottawa, ON to join our team. Reporting to the General Manager, Land Systems, this role is responsible for the delivery and performance, and relationship management of Subcontractors, and Key Suppliers for all Programs at Marshall Canada. Managing a capability to drive improved performance, and adherence to schedule, quality, and cost.
Your responsibilities in this role:
- Responsible and accountable for the relationship with our key subcontractors and partners on all programs, managing a team of Supplier/Subcontractor Program and Project Managers.
- Responsible and accountable for the subcontractor delivery in line with the program schedule, including meeting key milestones from a quality and time perspective.
- Manages and mitigates cost increases linked to program changes.
- Creates, develops, and updates supplier strategy aligned to the wider procurement, program and business strategies along with partnership principles.
- Liaises cross-functionally with global commodity, procurement, supply chain and project teams to coordinate program needs including RFP, contract negotiation and amendments, contract award, execution, delivery acceptance and contract close.
- Apply, follow, and monitor compliance to the global sourcing and procurement processes defined by Marshall.
- Manages delivery performance across all suppliers contributing to the project, taking necessary escalation and mitigation steps against arising issues and risks in harmony with category managers.
- Manages risks and opportunities associated with each of their respective suppliers across the region.
- Develops the supplier base through clear improvement plans. Ensures appropriate governance is in place to review progress and manage the contractual relationship.
- Provides business with insights as to how the project could be more profitable or competitive, including make versus buy proposals.
- Provides leadership to a team of SPMs, including objective setting, performance management and professional development.
- Other duties as assigned by the General Manager.
- Applicable degree in Business, Commercial, Supply Chain Management, Engineering or equivalent.
- 10+ years Relevant Program Management Experience and/or Procurement Experience in Defense or a related field.
- Risk Management.
- Strong negotiation, and prioritization skills.
- Creative problem-solving skills.
- Ability to work/ influence in cross functional teams.
- Strategic and analytical skills.
- Internal and external stakeholder management.
- Strong verbal and written communication in English required, bilingualism (French/English) preferred.
- Demonstrated ability to maintain confidentiality.
Must be eligible to meet the requirements of export control regulations, including the Canadian Controlled Goods Program and Canadian government security requirements.
