The Research Analyst 1 (RA1) supports the planning, analyzing and reporting of data related to homelessness to inform service planning and policy development. Specifically, the RA1 will assist the team in leading methodology planning, analysis and results reporting for the City’s Street Needs Assessment point-in-time count and survey of people experiencing homelessness in Toronto. The RA1 will also support data management processes and data collection tools to help staff have timely access to necessary data. Through data analysis on topics related to housing and homelessness service delivery, the role will make a positive impact on the City of Toronto's housing and homelessness initiatives using an actively anti-racist, trauma-informed, harm reduction and housing first approach. The successful incumbent(s) will support the Division and City in advancing priorities and outcomes in the Homelessness Solutions Service plan to improve the experience of Toronto residents in need, including Indigenous people, equity-deserving groups, and people experiencing or at risk of homelessness.
**Major Responsibilities**:
- Develops, administers and implements a wide range of quantitative and qualitative research methodologies and practices including survey and interview design.
- Conducts research on topics related to housing and homelessness using an equity lens. This involves the collection and analysis of information from sources such as divisional databases,other divisions, other levels of government, and community agencies using establishedsocial, economic and scientific research methods.
- Coordinates the preparation of service outcome and performance measurement data for avariety of reports, including reports for the Division, Committees and Council, other levels ofgovernment, community agencies and the general public.
- Assists with the development and administration of surveys and other research approaches.
- Collects, analyzes, evaluates and interprets information/findings to developrecommendations for improvement to existing Divisional projects, policies and services andin the development of theories, concepts and objectives for new Divisional projects, policiesand services.
- Develops reports and prepares and delivers presentations for internal and externalstakeholders including senior management, agency networks and divisional teams.
- Produces maps using Geographical Information Systems (GIS) software to support the Division's data needs.
- Provides policy analysis and research support on a broad range of social and economic issues.
- Identifies and monitors information on social and economic needs of the community andcorresponding service and other responses.
- Provides sound research support to other staff in the Unit as well as other divisions,Councillors, community agencies, task forces, committees and the public by locating andproviding information requested.
- Represent the division at meetings with staff from other City divisions, other orders ofgovernment and community stakeholders.
- Assists in the preparation of Committee/Council reports and other reports regarding housingand homelessness.
- Assists in the preparation of Requests for Proposals (RFP), Requests for Expressions ofInterest (REOI), tenders and quotation requests for research, consulting and data relatedservice contracts and purchases.
- Maintains an electronic library of pertinent reference material, documents and researchmaterial for use and dissemination in the unit and division. Prepares summaries of materialwith implications/applicability to the unit and division
**Key Qualifications**:
- Post-secondary degree or diploma in the area of social sciences or the equivalent combinationof education and experience.
- Considerable experience in survey research, data collection, survey design, datamanipulation, data analysis, interpretation of data, and providing oral and written summaries ofresearch findings to support policy development.
- Experience with developing and managing electronic databases as well as the use of dataanalysis/statistical software programs (i.e., Access, Excel)
- Experience building data visualizations using Tableau, or similar software.
- Experience with using Geographic Information System (GIS) software to manage, analyze,and map geographic and spatial data.
- Experience conducting research and data analysis related to homelessness.
