SUMMARY
This position is responsible for managing the operations of the Finance department and ensures controls are in place to mitigate financial risks. Key responsibilities include providing direction and support to Finance staff, assisting members on financial questions, financial analyses, as well as budgeting and forecasting.
SPECIFIC ACCOUNTABILITIES
- Analyzes financial information for the organization. Translates complex financial data into user-friendly reports, graphs, charts, or models
- Provides process and procedure recommendations and implementation.
- Develops the annual budget in consultation with the Provincial Treasurer, Finance Committee and Directors for presentation to Council. Develops a mid-year budget review each year. Investigates, analyzes, recommends, and implements budget process changes to maximize process effectiveness and efficiency.
- Provides support to the organization strategy and initiatives through data collection, analysis, and recommendations.
- Leads the Finance team to prepare necessary documentation for the year-end audit including drafting of the financial statement and notes for review. Coordinates and liaises with auditors on audit requirements and provides responses to the auditors’ questions and requests.
- Assists on costing analysis for Collective Agreements (staff unions and provincial collective agreements).
- Provides accurate and timely information and reports as requested by the Directors and/or Treasurers, including costing of Collective Agreements.
- Takes charge of Regional Treasurer training and the ongoing guidance, support, and development of Regional Treasurers, including updating training materials and procedures.
- Prepares monthly financial reports including review of journal entries. Monitors the ongoing budget and brings any anomalies to the attention of the Directors/Treasurer.
- Maintains a solid understanding of all day-to-day finance processes (including payroll) and improves and implements financial processes as required. Proactive in planning and anticipates potential problems and provides solutions.
- Identifies and investigates issues and makes recommendations on how to improve the financial position of the organization and how to reduce financial risk.
- Ensures finance processes and procedures have solid internal controls and modifies processes and procedures as necessary to enhance internal controls. Implements controls to reduce finance operation risk.
- Designs, develops, and conducts staff training to facilitate understanding of existing financial and accounting procedures, policies, and systems. Provides mentorship and support to finance staff and fosters the growth of finance staff.
- Responsible for hiring, terminations, probation reviews and professional development reviews with staff.
- Assists when needed to maintain oversight of payroll systems and benefit programs, including final check of payroll to be submitted to payroll provider.
- Collaborates with other departments and systems to ensure appropriate integration of data and information (i.e., membership department, dues processing, UnionWare).
- Monitors and advises the Treasurer and/or Directors of investment potentials for the BCNU financial portfolio.
- Performs other related duties as assigned.
CANDIDATE QUALIFICATIONS
An equivalent combination of education and related experience may be considered.
Education and Professional Certifications
- Chartered Professional Accountant
Experience and Knowledge
- 7+ years of progressive accounting experience.
- Experience working with senior staff and leadership in the development, implementation and maintenance of financial reporting programs, internal controls, accounting databases, and financial policies and procedures.
- Comprehensive knowledge of financial terms, concepts, and accounting principles.
- Proven experience in training, developing, and providing leadership and mentorship to Finance staff.
- Solid understanding of tax and payroll legislative requirements.
- An understanding of policies and political environment of a union, and impact on budget needs.
- Proficiency with financial systems (e.g. NetSuite).
