The Municipality of Chatham-Kent has an opening for a permanent full-time Financial Analyst I in the Public Health division.

**Job description**

The Financial Analyst I (Public Health) interprets and implements financial and accounting concepts and techniques for financial planning and control; provides relevant, reliable and timely financial information and advise for decision making; ensures effective and efficient internal control systems are in place and that all transactions are properly accounted for.

**Essential responsibilities**
- Demonstrate Chatham-Kent’s core values and competencies
- Participate on, and provide financial support for, business plans and other special projects (internal and external)
- Establish and manage databases of pertinent information for use in analyzing future plans and forecast
- Assist in preparing financial statements (audited and unaudited), reports and accounting transactions in accordance with generally accepted accounting principles (GAAP) and in compliance with provincial reporting standards, corporate administrative and Council policies
- Prepare year end transactions, audit working papers, and various detailed supporting schedules
- Participate in the review, evaluation, development and implementation of corporate financial systems, ensuring all internal controls are in place and effective
- Prepare studies, presentation reports, and analysis for both internal and external users (i.e. management, Council, government requirements, statistical reports, and business plans)
- Analyze and ensure accurate financial input from all programs within the health unit; review and approve all adjusting ledger entries prepared by other municipal staff and adjust as necessary to maintain compliance with government regulations and corporate policies
- Develop variance reports and other reports as requested by the Director and Program Managers
- Liaise with external auditors, all levels of government, consultants, Federal and Provincial government agencies

**Essential qualifications**
- University degree (preferable in an accounting or economic related program), with four (4) to six (6) years related experience
- Financial accounting background and understanding of accounting practices and concepts in a municipal environment preferred
- Experience managing data bases for uses in analyzing future plans and forecast
- Experience with year end transactions, audit working papers, and supporting schedules
- Familiarity working with government funding agencies, community organizations, and other operations
- Excellent time management skills required to manage the demands of multiple, overlapping time frames and deadlines with constant interruptions
- Detailed knowledge of all division policies, program legislation, budget transactions, and business processes to assist the division in their day to day activities
- Working knowledge of JD Edwards (or similar ERP system), Questica (or similar budget system) or Reports Now (or other similar financial software)
- Must have strong knowledge of Excel at an advanced level
- Strong computer skills, specifically Microsoft Office (Word, PowerPoint, Outlook)
- All new employees will be required to complete their Health & Safety and other on-line mandatory training on or before their first day of employment; other training (including Health & Safety policies) may also be required

**Certifications, memberships, licenses**
- Chartered Professional Accountant (CPA) designation or enrollment in the Chartered Professional Accountant (CPA) program an asset

**Work environment/hours of work**
- This position works indoors
- This position works weekday hours, with occasional evening and weekend hours

**Working Remotely**

This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.

This position may be required to attend on-site meetings in order to complete essential responsibilities of the role. As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.

**COVID-19 Vaccination**

The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.

**Driver’s licence/vehicle requirements**

Because this position would be required to travel, a valid Province of Ontario driver's licence with a reliable motor vehicle is preferred.

- Two-step TB skin test to be completed within two weeks of starting position
- N95 mask fitting required
- Sitting: constant sitting in a chair, infrequent vehicle seat (sitting at workstation for long period of time, exceeding 60 minutes)
