**ACCOUNTABILITY STATEMENT**:
The Manager, Procurement is responsible for management, guidance, development and oversight of centralized purchasing activities, including ensuring compliance with company and provincial procurement policies and directives.
**MAJOR DUTIES/ RESPONSIBILITIES**:
- Develop and implement procurement strategies aligned with company objectives
- Establish a procurement plan for the centralization of all procurement activities at ONTC
- Create key performance indicators (KPI’s) to monitor procurement workflows, performance, and department efficiency
- Collaborate with various departments to determine purchasing needs and requirements, while providing unique service to each division
- Analyze market trends, pricing, and product availability to make informed purchasing decisions
- Develop and implement plans to find efficiencies and savings by utilizing best practices in purchasing and by taking advantage of corporate-wide procurement synergies
- Negotiate contracts and purchasing agreements
- Prepare procurement data for open competitive procurements
- Forecast demand for goods and services to optimize inventory management and minimize carrying costs
- Ensure compliance with company policies, industry regulations, and ethical standards in all procurement activities.
- Stay informed about industry developments, regulations, and best practices related to procurement
- Manage vendor accounts and the vendor performance evaluation program
- Build relationships between vendors and operations end users ensuring any challenges are identified and addressed
- Monitor quality, pricing and service delivery to ensure compliance with negotiated agreements
- Ensure timely and accurate reporting
- Work closely with the manager of inventory & warehousing for all inventory requirements and warehouse capacities
- Work closely with the manager of public procurement to ensure threshold compliance with public procurements
- Oversee the quality assurance process
- Responsible for the corporate purchase card (Pcard) program
- Support a team of procurement professionals by providing guidance, training, and performance feedback
- Provide employee support and guidance on newly implemented software and operating systems
- Manage recruitment, promotion, and other human resource functions
**REQUIREMENTS**:
- University Degree in Business Administration, Supply Chain Management, or related field
- Certified Supply Chain Management Professional (CSCMP)
- Supply Chain Management Professional Designation (SCMP)
- Minimum 5 years’ experience in progressive purchasing role
- Demonstrated knowledge and experience with public sector purchasing
- Experience across various industries including manufacturing, production, transportation and corporate services
- Project management experience is considered an asset
- Able to build and maintain positive relationships with suppliers and internal/external customers
- Strong negotiation skills
- Ability to work under pressure and meet tight deadlines
- Experience with managing people is considered an asset
- Demonstrated leadership skills with the ability to coach, motivate and develop employees
- Excellent communication skills
- Technological proficiency with Office 365, virtual meeting platforms, PowerPoint, and online bidding portals
- Familiar with procurement software and systems; experience with ERP systems is considered an asset
- Occasional travel required
