Deputy Program Manager, Surface Vessel

The Deputy Program Manager (DPM) is second in charge of the Surface Vessel Program, supporting the Director, Surface Vessel Fleet. The DPM is responsible for overseeing all aspects of the Surface Vessel Programs, including program development, contract compliance, risk management, procurement, reporting, and stakeholder engagement. This role plays a critical part in ensuring projects are delivered on time, within budget, and to the client’s satisfaction.
**Note: Due to business needs, this position is required to be fully on-site based at 825 Admirals Road, Victoria.**
**What you'll do**
- Support program execution across all lifecycle phases, from planning through delivery.
- Assist in contract negotiations, including review of change proposals and amendments.
- Develop and submit contract deliverables, including milestone schedules, plans, and documentation.
- Obtain internal governance approvals as required for major project decisions.
- Monitor project financials, including P&L, Estimate to Complete (ETC), and Estimate at Completion (EAC), and provide reporting to the Director.
- Collaborate with the ITB Manager to ensure compliance with Industrial and Regional Benefits (IRB) requirements.
- Oversee invoicing processes to ensure timely and accurate billing for milestone and progress payments.
- Chair progress review meetings with clients, ensuring all follow-ups and action items are tracked and resolved.
- Prepare project status presentations, reports, and metrics for internal and external stakeholders.
- Liaise with legal counsel regarding contract interpretation and support negotiation of contract changes.
- Maintain regular communication with client representatives to report progress and address emerging issues.
- Monitor procurement and subcontractor engagement, providing guidance to ensure alignment with project goals.
- Support the development and negotiation of new project bids and proposals.
- Serve as acting Program Director in their absence:
- Report directly to the Vice President, Project Delivery, and maintain oversight of project execution and delivery.
- Ensure client satisfaction and effective stakeholder engagement throughout the project lifecycle.
- Foster client satisfaction and engagement across all stages of the project lifecycle.
**What you'll bring**
- Completion of a Degree in Engineering, Business Administration, Project Management, or related field.
- At least 5 years of progressive experience in project management, contracting, or technical operations in a shipyard environment or similar.
- Experience with naval or defense programs is an asset.
- Professional designation(s) are an asset.
- Strong foundation in project management principles, tools, and reporting.
- Demonstration of exemplary business ethics, integrity and honesty in all situations.
- Proven ability to understand and meet client needs, with a service driven mindset.
- Excellent interpersonal, written, and verbal communication skills.
- Strong analytical and critical thinking skills; capable of taking initiative and solving complex problems.
- Ability to communicate effectively and efficiently, both in writing and in person.
- Proficiency in Microsoft Office Suite; experience with Oracle ERP systems is preferred.
