**MANAGER OF QUALITY AND PERFORMANCE**

Choices for Change Alcohol, Drug & Gambling Counselling Centre (CFC) and Resilience Huron Perth Mental Health (RHP), are in the process of an integration of the two organizations. Once integrated, the organization will provide community based mental health and addiction services to the communities of Huron Perth and area. Services include, but are not limited to, mental health and addiction case management, counselling, peer support, housing and court support/release from custody. We are currently in the process of recruitment for the leadership team to support the approximately 100 employees to continue to provide quality addiction and mental health services to the community.

**POSTION SUMMARY**

The position manages the Quality and Performance department supporting quality improvement through the development, implementation, and maintenance of a strong foundation for corporate performance measurement activities, including information reporting and analysis from multiple data sources. The position serves to inform the operational and strategic decisions of programs and corporate leaders through the development of statistical, performance measurement reports and scorecards aimed to improve organizational outcomes, transparency and accountability. This role is also the organizational lead for any accreditation process in collaboration with leadership ensuring compliance with accreditation standards of excellence, as well as compliance with performance measures identified in accountability and data sharing agreements and related provincial and federal acts and regulations. A key focus of the role is on the development and creation of accurate and timely reports on quality and performance indicators for use by internal and external stakeholders.

**QUALIFICATIONS**

**EDUCATION**:Post-Secondary Degree in Health Science, Health Administration, Information Management, Business Administration, or Statistics or equivalent education and experience. An emphasis on Information Management or Health Informatics including training in data collection, extraction, analysis and management is required. Proficiency in report writing tools such as Cognos Workspace, J Reports, SQL and Crystal Reports, as well as other business intelligence software will be an asset. Relevant industry certifications are preferred.

**RELATED EXPERIENCE**: Two-three (2-3) years of progressive experience in a quality improvement and performance management. Possess the judgement skills to work independently. Experience in non-profit as asset.

Other necessary skills include, building teams, decision-making and problem solving, good communication skills and analytical skills. In addition, the incumbent will demonstrate integrity and ethics, good coping skills, flexibility and commitment to the work.

**POSITION RESPONSIBILITIES**
- Development, implementation and maintenance of integrated, organization-wide quality improvement measures that supports areas of community based mental health and addictions, leadership, safety, risk and governance in collaboration with the CEO and other Directors/Managers
- Client data management - responsible for overseeing consistent, compliant data collection and reporting; managing all system warnings and errors and overseeing any implementation of system enhancements.
- Ensure implementation of clinical tools in collaboration with the Director of Clinical Programs and Manager of Clinical Programs
- Establish and maintain clinical standards in line with accreditation expectations and develop improvement strategies.
- Assess training needs, and develops training programs to enable staff to operationalize quality improvement processes. Provides ongoing technical or functional education to Managers/teams across the organization to ensure the standardization of data input along with development of analytical tools and dashboards used to executive team in the interpretation/understanding of data as it relates to the strategic direction and performance of the organization.
- Leads program teams in developing and maintaining their scorecards through the identification of indicators of performance measurement recognized as best practice and in alignment with organizational strategic directions, goals and organizational culture.
- Manage any Accreditation process in collaboration with leadership ensuring compliance with required operational practices by staff at all levels of the organization through the development of policies, procedures and training.
- Participates in quality/performance committees and regional user groups to develop effective workflows, and program management best practices internally and regionally.
- Supports the leadership team in the writing and submission of grant proposal
