**Job Posting**

The Collection Specialist leads financial stewardship with respect to administering and executing collections on $50M in accounts receivable balances. An expert in municipal revenue collection, under the direction of the Collections Supervisor, the Collection Specialist is responsible to collect outstanding taxes and other revenues due to the Halifax Regional Municipality. The Collection Specialist ensures that accounts escalated for collection are pursued in a professional manner using all means available within a cost-effective protocol to effect payment. Collection methods include tax sale, filing judgements, filing warrants, and initiate small claims action on delinquent accounts. The Collection Specialist is required to strictly follow the provisions of the Halifax Charter and Administrative Order 18, The Revenue and Collections Policy with respect to tax collection and tax sale action, as well as have knowledge of the Municipal Government Act, Assessment Act, Bankruptcy Act, HRM By-Laws and Administrative Orders. The Collection Specialist will be required to interact closely with the Collection Supervisor, Legal Services, Finance, Councillors, other HRM business units and Provincial Government departments. The Collection Specialist will be responsible to communicate and escalate any risk sensitive accounts and collection issues to the Collections Supervisor. This position requires the ability to handle high levels of stress as the tax sale process deals with very sensitive issues and can be an emotional experience for HRM residents.

**QUALIFICATIONS**
**Education and Experience**:

- Diploma from a two-year program in Business, Paralegal Studies or a related field
- Minimum three years’ experience in collections
- Experience in administrative matters involving real estate considered an asset
- Experience in municipal taxation/tax sales considered an asset

**Technical / Job Specific Knowledge and Abilities**:

- Strong customer service skills
- Excellent oral and written communication skills
- Familiarity with Freedom of Information and Protection of Privacy Act (FOIPOP)
- Familiarity with HRM/Provincial Data Sharing Agreement and NS Property Database
- Thorough understanding and knowledge of the Halifax Charter, Municipal Government Act, Assessment Act, Federal and Provincial Legislation, Administrative Order #18, Bankruptcy Act
- Comfortable with use of financial software tools
- Familiarity with Internet research and Geographical Information Mapping
- Understanding and analysis of title searches, chattel searches and credit checks

**Security Clearance Requirements**:Applicants may be required to complete an employment security screening check.

**WORK STATUS**: One permanent, full-time position and one temporary, full-time position

**HOURS OF WORK**:Monday-Friday, 8:30 a.m. - 4:30 p.m.; 35 hours per week

**SALARY**:Level 7; $36.14 per hour as per the collective agreement between NSGEU Local 222 and HRM

**WORK LOCATION**:40 Alderney Drive, Dartmouth
