**The Role**
- Manages assigned programs within the Division with a multi-disciplinary team, ensuring the implementation and evaluation of a broad range of health protection, promotion, and prevention strategies and activities per Provincial Public Health Standards, protocols, applicable legislation, and prescribed regulations and standards.- Primary responsibility will be for clinical services in fixed locations and services. Program assignments may also include Case and Contact Management of Infectious Diseases (for respiratory, vector-borne, sexually transmitted and blood-borne infections) and Outreach clinical services.**This assignment is primarily responsible for management of Case and Contact management for Sexually transmitted and Blood Borne Infections, including clinical programming related to healthy sexuality.**
**Duties/Responsibilities**
- Supervises Public Health Nurses, Registered Nurses, Registered Practical Nurses, and Nurse Practitioners. Assigns work/oversees non-Regional staff, such as physicians, contract nurses, students, and volunteers. Provides technical expertise and leads cross-divisional project teams based on assignment.
- Forms policies, strategies, and procedures for accomplishing program goals (e.g., health promotion, disease prevention and control, outbreak response).
- Develops and implements operational plans for assigned program based on current evidence-based, specific literature, epidemiologic principles, and legislation. Manages activities of a multi-disciplinary team to ensure program goals and objectives are met; implements changes to maintain or improve level and quality of service delivery; and ensures staff adopt same. Evaluates and reviews program operations to ensure activities are effective, and evidence-based. Initiates, develops, and coordinates research and evaluation initiatives. Implements corporate and departmental policies and procedures.
- Oversees enforcement of Public Health actions as they relate to the implementation of legislation (e.g., health promotion and protection, immunization of school pupils, day nurseries). Prepares legal orders from the Medical Officer of Health (MOH) based on legislation, and accompanies staff to lay orders, as required. Ensures monitoring of client compliance as required. Provides on-call coverage for communicable disease control.
- Monitors surveillance system for assigned program, including the collection, collation, and analysis of health and disease related information. Develops business continuity measures to respond to increased demand for disease response (e.g., influenza season, Hepatitis A response).
- Ensures timely communication of information to MOH/Associate Medical Officer of Health (AMOH), Director, and relevant stakeholders.
- Mobilizes staff and supplies for emergency immunization to respond to disease outbreaks; ensures implementation of procedures and policies; liaises with other Divisions, physicians, hospitals, and Ministry/agency consultants. Manages implementation of recommendations for follow-up care of Emergency Service Workers if exposed to infectious disease.
