**Job Description**:
***: Under the general supervision of the Director Recreation & Culture, is responsible for providing leadership and supervision of older adult programs, services, and facilities.
**MAJOR RESPONSIBILITIES**:
- Participates as a member of the Section’s service delivery team to carry out the goals and objectives of the Section.
- Responsible for ensuring the effective and efficient service delivery of related programs and services.
- Assesses staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
- Supervises staff including staff development, performance management/review, coaching/mentoring, health and safety, discipline, and termination decisions.
- Identifies, plans, and implements short
- and long-range objectives and action plans to meet Divisional and Departmental goals.
- Develops and administers policies, procedures, and standards of service.
- Responsible for managing events, programs, and services from concept development, planning, organizational development, site management, and evaluation.
- Develops and implements processes to identify community needs and issues using research, community consultation and development, and analyses; recommends appropriate response.
- Prepares reports and business cases; organizes and carries out customer surveys and benchmarking exercises and monitors performance; and prepares and implements marketing plans.
- Liaises with community leaders and groups, service providers and staff in the Corporation and other organizations; maintains a high standard of public relations at all times; establishes partnerships with local agencies and organizations.
- Maintains effective working relationship with, and supports development of, Board of Directors associated with section facilities; encourages Boards’ participation in operations, development, planning, fundraising, and the overall success and sustainability of the section as applicable.
- Participates in the development of the annual budget and operating plan, and is responsible for the implementation of expenditure and controls.
- Performs such other related duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Degree or diploma in recreation, culture, business, or a related human services discipline; and
- Three to five years’ supervisory experience, preferably in the municipal or broader public sector, relative to recreation and older adult programming and service delivery
- Previous community development, volunteer management, and finance and resource management experience
**Skills/Abilities**:
- Ability to communicate effectively and concisely, both orally and in writing
- Ability to establish and maintain effective working relations with other levels of government, private and public officials, direct reports, co-workers, and the general public
- Proven project/event management skills, including the ability to plan and organize
- Strong leadership skills together with the ability to coordinate cross-functional management teams
- Ability to improve Sectional effectiveness and efficiency
- Basic skill level in word processing software and intermediate skill level in spreadsheet software
- Must be competent within the meaning of the Occupational Health and Safety Act
**Assets**:
- Experience with SAP software
- Knowledge of the functions of City departments, outside boards, and local community groups
**CONDITIONS OF EMPLOYMENT**:
- May be required to travel to various work locations and provide own transportation
- Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
