**Specialist, Health, Safety & Environment Strategy Realization Office (HSE SRO) Context**
Occupational Health & Safety (OHS) & Environment (Sustainability) are two of the four foundational elements of WSP Canada’s Strategic Plan (1. Health & Safety - 2. Integrity - 3. Inclusion & Diversity - 4. Sustainability & Resiliency).
The overall goals for HSE are: a. Maintaining zero serious injuries & fatalities (SIFs) b. Reducing recordable injuries & illnesses c. Meeting all legal, clients’ and WSP Global HSE requirements.
The HSE Leadership Team outlines a strategy and oversees the creation of a tactical plan to achieve these goals, declined in each Operational Sectors to address all elements which are relevant to their HSE aspects and to processes requiring improvements. The tactical plan consists of a portfolio of several initiatives, from continuous improvement of processes & prevention programs to deployment of new digital tools, as well as integration activities arising from mergers & acquisitions.
With high-HSE-risk activities and a total workforce close to 12 000 employees in Canada, ensuring that WSP Canada’s HSE strategy is rigorously executed is an essential role which this new position will fulfill.
The HSE SRO Specialist role is centered around
- the initial development then continuous improvement of the tools and processes for organising & tracking the HSE Project Portfolio Management (PPM) of the HSE Team and of the Sectors
- performing the collection & reporting of the HSE and Sectors HSE Portfolios of
initiatives
- organising, tracking & reporting the overall investigation, RCA & CAPA process
- any other arising special project requiring Project Management techniques and or
some extra help to level off demands on HSE colleagues
**Responsibilities**
1. **Execute the HSE Projects Portfolio Management (PPM) **_process _**:Under the
leadership of the SRO Director, the SRO Specialist participates in establishing and then running the HSE PPM process, which comprises the following subprocesses:
- **Ideation **- generating and affinitizing the annual list of new initiatives/projects
ideas with the goal to collect the best ideas from the organization to generate higher quality projects and meet the annual HSE Objectives
- **Prioritization **- evaluating project added-value in order to assign resources to
the most important projects and start work at the appropriate time
- **Planning **- optimizing the sequencing and timing of approved projects based
on resource constraints and dependencies
- **Resource Capacity Planning **- comparing resource utilization needs for
implementing HSE Strategy against available capacity to do work; proposing resources work-arounds for urgent projects
- **Governance meetings **- conduction meetings on project, program and
portfolio level
- **Portfolio Communication **- communicating about all aspects of project and
HSE portfolio progress
- **Portfolio Reporting and Analytics **- Providing a single source of truth for
reporting to different audiences, developing and maintaining a portfolio management dashboard, collecting, and challenging reporting data, consolidating projects and programs status reports and by setting up and tracking SRO performance metrics
2. **Project Management of the HSEQ Platform Implementation**
- **Coordination of configuration**
The SRO Specialist coordinates all HSE’s team inputs for the configuration, testing,
then deployment of the HSEQ Platform. For this project, the SRO Specialist needs to work in very close collaboration with his/her counterparts in Quality and IT.
- **Coordination of Business Requirements Gathering**
The SRO Specialist coordinates with IT Business Processes Analysists & IT Project
Manager gathering of HSE Business Processes, as well as inventory of Sectors’ activities.
- **Coordination of Platform’s Deployment, including Change Management**
The SRO Specialist coordinates aspects of Change Management with People &
Culture’s teams of Change Management and Talent Enablement, and HSE Learning Specialist.

- **PPM Tools Competency**:Proficiency in Portfolio Management Tools is an essential technical competency for the Specialist, SRO. These tools are instrumental in planning, tracking, and optimizing the portfolio of HSE initiatives. The Specialist SRO must master how to:
- Evaluate & select the adequate PPM tools
- Set up & configure the tools
- Accurately enter initiatives’ data including schedules, budgets, resource
allocation, and risk assessments
- Create custom reports and dashboards within the PPM tool to monitor key
performance indicators (KPIs), track project progress, and provide insights to stakeholde
