**Services**

Service New Brunswick (SNB) requires one (1) Information Technology resource capable of performing critical business systems analysis activities in their Business Analyst (BA) project role to support the CRAVES Deployment project and lead a group of experienced business analysts in that project. Also, will provide required project support to the business team, technical team, business analysts and project manager to ensure the project deliverables are delivered on time and within scope.

The successful proponent will be expected to produce the deliverables described below.

**Mandatory Requirements and Experience**

Resources that do not clearly demonstrate the capability to meet these mandatory requirements will be disqualified from further consideration.

**Requirement**:

- A bachelor's degree in computer science, business administration or a related discipline and a minimum of six (6) years of experience in information technology/ information management-related work experience.
- Demonstrated hands-on Business Systems Analyst experience, including requirement gathering and documentation, developing and managing requirement traceability matrix, technical solution, and design analysis, and developing product backlog, user stories and acceptance criteria.
- Demonstrated experience in performing business process analysis and producing visual business process diagrams that clearly depict the relationship between business functions for complex business transformation initiatives in the multi-entity organization for the future state in the large enterprise-level project.
- Demonstrated experience in the past two years as a Business Analyst for Property Assessment information systems, Computer Assisted Mass Appraisal (CAMA) projects specific to service delivery agencies and government, such as Service New Brunswick.

**Desired/Scored Qualifications (Desirable/Scorable Skills and Attributes)**:
SNB seeks a resource that demonstrates the following scored requirements.
- Current certification from a recognized professional business analysis association, such as PMI-PBA, IIBA-CBAP would be an asset.
- Demonstrated experience with at least one (1) cloud SaaS implementation with significant business transformation would be an asset.

**Deliverables**
- Gathers and documents the business and functional requirements by leveraging critical thinking skill set and performing required coordination among the internal and external project stakeholders (i.e., PAS Business SMEs, SaaS Providers Technical SMEs, SMEs of different departments in GNB) and manages the requirements traceability matrix document throughout the project life cycle.
- Leads a group of experienced business analysts in their ‘lead business analyst’ role to ensure the required alignment among all business analysts for business analysis-related activities.
- Produces and manages the project documentation in accordance with the agreed project template and ensures all other business analysts follow the same approach.
- Follows the SNB Project Management Framework, agreed project governance approach and delivery strategy to ensure the delivery of the assigned project deliverables within time and scope.
- Identifies, defines, communicates, and negotiates solutions, technical and business processes, procedural, etc., that will maximize the value delivered by the SaaS provider to the SNB PAS team.
- Facilitates and moderate sessions for the business process development in the presence of the SNB PAS and SaaS provider to review the current processes, develops and documents the future processes and manages required approval to finalize the process for the future.
- Develops the benefit analysis document and manages that document throughout the project life cycle.
- Develops the requirement traceability matrix (RTM), product backlog, user stories, and wireframe/prototype, use acceptance criteria for quality assurance (QA) and manages all project documents efficiently throughout the project life cycle.
- Develops the use and test cases in coordination with the business and technical teams for the user acceptance testing (UAT) and oversees the user acceptance testing.
- Provides support to develop the project scope baseline to fulfill and manage the business requirement throughout the project lifecycle.
- Effectively translates technical issues so all project stakeholders can understand and make effective decisions.
- Provides required support to the project manager to complete the work packages.
- Performs comprehensive risk analysis to produce risk register and stakeholder analysis, including interdependencies.
