**Salary: $ 33.00 - $35.00 per hour, 40 hours per week**

**Position Summary**:
The **Housing Initiatives & Development Manager** will provide leadership, oversight, and strategic direction for FRAFCA’s housing and supportive programs across multiple off-site locations, as well as collaborate with external housing and service partners (Ex: Sacred Waters, EFry, etc.) to strengthen service delivery, accountability, and community impact. This position is responsible for ensuring quality service delivery, cultural safety, and operational excellence within our All-Nations Youth Safehouse, Complex Care Housing project, Rosewood (permanent housing), and the Reaching Home program, including Nourishing Nations Food Security initiatives.

Additionally, this role will play a key leadership role in the development and launch of FRAFCA’s new social entrepreneurship program, Red Road Moving, supporting sustainable employment and training opportunities for community members; as well as the possibility of an Emergency Weather Shelter.

The position requires a balance of program management, staff supervision, cultural grounding, and innovation, with a focus on advancing FRAFCA’s mission of supporting the health, healing, and wellness of the urban Indigenous community.

**Key Duties & Responsibilities**

**Program Oversight & Development**:

- Provide day-to-day management and oversight of offsite housing programs and related services.
- Oversight and connection for all off-site program coordinators
- Ensure programs meet contract deliverables, budgets, and reporting requirements.
- Lead the development and implementation of new initiatives, including new FRAFCA led social housing development and Red Road Moving, in collaboration with internal teams and community partners.
- Ensure programs are culturally safe, trauma-informed, and responsive to the needs of Indigenous community members.
- Provide oversight and accountability in capital housing projects (new builds, renovations, inspections), working with contractors and partners to ensure quality, compliance, and alignment with FRAFCA’s standards.

**Staff Leadership & Supervision**:

- Supervise, mentor, and support staff across multiple housing and support programs.
- Foster a collaborative, inclusive, and accountable team culture.
- Support professional development and training opportunities for staff.
- Oversee scheduling, performance management, and staffing needs.

**Strategic Partnerships & Community Relations**:

- Build and maintain partnerships with funders, landlords, Nations, and community service providers.
- Represent FRAFCA in meetings, collaborations, and community engagement activities.
- Advocate for housing supports and resources that meet the unique needs of Indigenous peoples in Surrey and surrounding areas.

**Administration & Reporting**:

- Ensure compliance with all funder and organizational policies and procedures.
- Track program outcomes and prepare timely reports for funders and the Board of Directors.
- Manage program budgets, MERCs, and expenditures.
- Contribute to strategic planning and organizational development.

**Qualifications**

**Education & Experience**:

- Degree in Social Work, Indigenous Studies, Business Administration, or related field (or equivalent combination of relevant education and experience).
- Minimum 5 years of experience in program management, housing services, or related field.
- Minimum 1-2 years hands-on experience overseeing capital projects.
- Supervisory and leadership experience, preferably in Indigenous or community-based organizations.
- Experience in housing-first models, complex care, youth services, or food security programming.
- Experience with social enterprise or entrepreneurship initiatives an asset.

**Knowledge, Skills & Abilities**:

- Strong understanding of the historical and ongoing impacts of colonization on Indigenous peoples.
- Knowledge of Indigenous cultures, traditions, and community practices.
- Proven ability to manage multiple programs and teams simultaneously.
- Strong organizational, communication, and problem-solving skills.
- Ability to work flexible hours, including evenings and weekends as required.
- Valid Class 5 driver’s license and access to a reliable vehicle
