A typical day for the Policy Analyst
The Policy Analyst provides pension plan-related policy support, acts as a consultant on policy and compliance matters, and supports the implementation of plan rule amendments and pension policy changes. Day-to-day, this looks like:
- Working closely with other members of the Pensions Policy team and acting as a mentor to fellow Policy Analysts and the Issues Management Analyst.
- Supporting research based on inquiries received from other APS business areas and plan corporations.
- Participating in conversations with other APS business areas and collaborating to develop a plan of action to respond to issues and opportunities that arise.
- Investigating and documenting areas of potential non-compliance and supporting the work undertaken to develop proposed solutions.
- Participating in the review of content such as communication and training material, annual reports, and process documentation for accuracy and compliance.
- Supporting APS’ Client Service Advocate function by assisting with the interpretation of complex provisions of the plan rules and pension legislation, reviewing items drafted by the Issues Management Analyst, supporting the dissemination of lessons identified though Client Service Advocate activities, and participating in the creation and review of information required as part of APS’s quarterly reporting.
What you bring
Knowledge
- Knowledge of the Public Sector Pension Plans Act and Regulations, the Employment Pension Plans Act and Regulations, the Income Tax Act and Regulations, and the plan text documents and supporting policies.
- Understanding of the meaning and importance of fiduciary obligations.
- Knowledge of industry best practices.
- Understanding of basic actuarial principles.
- Knowledge of APS’s practices relating to pension administration.
- Understanding of the governance structure applicable to the pension plans that APS supports.
Skills and Abilities
- Strong reading comprehension and interpretation skills.
- Excellent written and verbal communication skills.
- Strong interpersonal and organizational skills.
- Excellent analytical and problem-solving skills, including identifying and recommending solutions.
- Strong Microsoft Office skills.
- Ability to share and receive ideas, advice, and criticism in a team environment which operates on a high level of trust.
- Capacity to work independently, including the ability to schedule realistically and to create products that require limited peer review.
- Maturity to recognize personal limitations and ask for assistance at the right time.
- Ability to create excellent relationships with APS management, staff, and plan board secretariat staff where the relationships are based on a high level of trust and confidence
**Qualifications**:
- University degree and 3 to 4 years of directly related experience; or
- Diploma with 5 to 7 years of directly related experience.
