The workforce consists of teachers, office staff, custodial staff, education assistants and professional staff. The workforce is largely unionized through PDSB’s numerous affiliated bargaining agents.

Reporting to the Supervisor of Payroll, the Payroll Officer is responsible for the day to day supervision of staff in the Payroll office including workflow, attendance, job performance, recruitment and customer service queries. The Payroll Officer functions as a main resource to various departments, project teams and working groups to develop, test and implement improvement strategies.

As Payroll Officer, you will be responsible for coordinating and supervising the daily activities of the Payroll Department to ensure all processes and reports are completed prior to processing the bi-weekly pay cycle; maintaining salary grids, deduction tables and frequencies in the normal processing of the payroll, and adjusting for irregular deductions; implementing new processes resulting from changes in collective agreements, policies and legislation; responding to all queries from Board personnel on payroll matters including overpayments and insurance claims as well as communication with outside agencies such as CRA, Service Canada; overseeing the reconciliation and balancing of all payroll deduction accounts and authorizes payment to various agencies for accurate bi-weekly and monthly reporting; T4 preparation, filing and amendments; liaising with various departments to investigate, evaluate and recommend computer based initiatives for streamlining work flow and ensuring quality control, and other duties as assigned.

**QUALIFICATIONS/EXPERIENCE**:
Post-secondary education related to accounting, business, administration, commerce or human resources

Accreditation in the National Payroll Association - Payroll Compliance Practitioner (PCP)

Minimum of four (4) years of payroll experience in a large unionized environment

Knowledge of the Education Act, Income Tax Act, Canadian Pension Plan (CPP) Act, Pensions Benefit Act, OMERS Act, Ontario Teachers’ Pension Act, Employment Insurance Act, Municipal Freedom of Information and Protection of Privacy (MFIPP) Act and Putting Students First (PSF) Act

Excellent presentation skills and communications skills (both written and verbal)

Outstanding interpersonal skills and ability to implement change

Demonstrated initiative, organizational, analytical, conflict-resolution and problem-solving skills

Excellent mathematical aptitude and computer skills (Excel, Word and Crystal reporting) with a good understanding of Human Resources Information System (HRIS)

Knowledge of quality assurance and audit techniques

Excellent attention to detail and accuracy of results

Demonstrated commitment to working in a diverse school community and/or work environment
