**Request For Proposal: Strategic Planning**

**Overview**

Riverview Health Centre Foundation (RHCF) is dedicated to supporting Riverview Health Centre by funding innovative programs, capital projects, and patient-centered initiatives that enrich the quality of life for residents, patients, and their families.

As we look to the future, RHCF is seeking a consultant or consulting firm to facilitate the development of a **three-year Strategic Plan**. This plan will guide the Foundation in expanding its fundraising impact, strengthening community recognition, and building organizational capacity in a meaningful and sustainable way.

**Scope of Work**

The consultant will be expected to design and facilitate a planning process that engages our Board of Directors, Riverview Health Centre leadership, key stakeholders, and members of our community. The process should produce a clear, actionable roadmap for RHCF’s growth.

Key components include:

- **Organizational Review**:

- Assess RHCF’s current operations, structure, and fundraising capacity.
- Identify strengths, gaps, and opportunities for growth.
- **Strategic Fundraising Event Planning**:

- Review existing and past RHCF fundraising events.
- Recommend which events should be maintained, expanded, adapted, or retired.
- Provide guidance on innovative event/fundraising opportunities aligned with RHCF’s mission and community engagement goals.
- **Stakeholder Engagement**:

- Conduct consultations with RHCF Board of Directors, Riverview Health Centre board & leadership, community stakeholders, and donors.
- Align RHCF strategic plan with Riverview Health Centre’s Strategic Plan (2024-2029) to ensure mutual support of goals and growth.
- Gather input on priorities, perceptions, and opportunities for enhanced impact.
- **Strategic Growth Priorities**:

- Establish clear goals and objectives to strengthen RHCF’s fundraising portfolio, brand recognition, and donor relationships.
- Recommend organizational changes or capacity, building initiatives to support sustainable growth.
- **Implementation and Evaluation**:

- Identify measurable outcomes, KPIs, and reporting tools.
- Develop an evaluation framework to track progress over time.

**Deliverables**

The successful consultant will deliver:

- **Strategic Plan (3-year horizon)**:

- **Fundraising Events Assessment & Recommendations**:

- **Implementation Plan with timelines and accountability measures**:

- **Evaluation Framework with KPIs**

**Budget & Fees**

The Foundation has set aside a defined budget for this project, this request for proposal is up to $10,000.00. Proposals must include a complete fee schedule with all costs, including consultation meetings, facilitation, printing, and travel expenses.

**Proposal Requirements**

Proposals should include:

- Cover Letter with business name, contact information, and lead consultant
- Proposed methodology and work plan
- Relevant experience in nonprofit and fundraising strategy, particularly within healthcare or community-based organizations
- Names, bios, and resumes of individuals involved in the project
- Two references (minimum one from the nonprofit sector)
- Detailed fee structure and project timeline

**Evaluation Criteria**

Proposals will be reviewed based on:

- Demonstrated understanding of RHCF’s mission and needs
- Approach to engaging stakeholders and delivering actionable strategies
- Relevant experience with nonprofit fundraising and event strategy
- Ability to deliver on time and within budget

- Interviews/surveys with RHCF board, Riverview Health Centre leadership, donors, and community stakeholders
- Review of current and past fundraising events
- Draft Strategic Priorities & Fundraising Event Framework: January 2026
- Board Retreat / Planning Workshop: February 2026
- Draft Strategic Plan & Implementation Framework Delivered: March 2026
- Final Presentation to RHCF Board: April 21, 2025

This strategic planning process represents a critical opportunity for RHCF to expand our fundraising efforts, enhance community visibility, and position the Foundation for meaningful growth in the years ahead.
