**Overall Purpose**:
The Capital/Special Projects Manager is a full-time, two-year, term position reporting to the Economic Development Officer. The Capital/Special Projects Manager holds a pivotal role within the Nation by overseeing capital projects and infrastructure, supporting strategic initiatives, and assisting in the development and implementation of land code laws and governance policies.

This position is focused on project oversight primarily managing and coordinating the work of external consultants, engineers, and contractors to ensure that major capital projects are delivered on time, within budget, and in alignment with the Nation’s strategic goals. The role represents the Nation’s interests through the planning and implementation process.

**Responsibilities include**:

- Plan, manage, and oversee capital projects, including roads, utilities, and other community infrastructure and facilities on territory lands as well as acting as the lead of the Extended - Asset Condition Reporting System (E-ACRS) program for reserve lands.
- Ensure projects comply with environmental, safety, and regulatory requirements, including BC Building Code and Wei Wai Kum laws and bylaws.
- Develop project plans to ensure successful execution.
- Manage external consultants, engineers, planners, architects, and contractors throughout the project lifecycle, and coordinate with regulatory agencies to secure permits and approvals.
- Monitor and report on project progress, ensuring timely completion and cost control.
- Provide project management oversight for major Nation-led initiatives.
- Develop work plans, funding proposals, and reporting structures to support long-term strategic planning.
- Identify and pursue funding opportunities, including grants and external partnerships, to support Nation-led projects.
- Support negotiations and agreements related to land and development projects.
- Collaborate with the Lands Manager in researching, drafting, and implementing land code laws, bylaws, and governance policies.
- Conduct research and analysis on best practices for Indigenous land management and ensure alignment with legal and regulatory frameworks.
- Facilitate community engagement processes related to land governance and capital planning.
- Act as a liaison between Wei Wai Kum First Nation, government agencies, funding bodies, and community members.
- Prepare and present reports to Chief and Council, leadership teams, and community members.
- Develop and manage budgets for capital projects and special initiatives, ensuring cost-effectiveness and financial accountability.
- Oversee procurement, contractor selection, and vendor negotiations to maximize efficiency and value for the Nation.
- Monitor financial expenditures and provide regular updates to leadership on project status and funding utilization.

**Qualifications**:

- Post-Secondary education credentials in project management, Indigenous governance, planning, engineering or related field.
- Professional designations such as Registered Professional Planner (RPP/MCIP), Professional Engineer (P.Eng.), or Project Management Professional (PMP) are considered strong assets for this role.
- Minimum 8 years of combined relevant experience in capital projects, project management, land use planning, and policy implementation.
- Experience working with First Nations communities and knowledge of Indigenous governance structures is preferred.
- Strong contract administration, budgeting, and financial management oversight experience.
- Understanding of capital works planning, infrastructure development, and construction.
- Knowledge of Indigenous land rights, land code frameworks, and governance structures is considered an asset.
- Ability to analyze policies, draft regulations, and facilitate community engagement processes.
- Strong communication and negotiation skills for working with government.
- Able to work independently.
- Self-starter, creative, and a strategic thinker.
- Strong communication skills.
- Excellent computer skills including Microsoft Office

**Terms and Conditions**:
Full-Time, Two (2) Year Limited Term Salary Employment Position 5 days (37.5 hours) per week, with the possibility of extension based on funding and organizational needs.
- Hours of Work: Monday to Friday, 8:30 a.m. to 4:30 p.m. May be required to work occasional evenings or weekends.
- Some field work may be required.
- Place of work: Wei Wai Kum Administration Office
- Must abide by Wei Wai Kum’s Human Resource Policy Manual.

Salary Range: $100,000 - $130,000 Annually

**Job Type**: Full-Time, Two (2) Year Limited Term Salary
