**How you will contribute as part of the TRCA team**:
Under the general guidance and direction of the Senior Property Agent, the Property Agent is responsible for the ongoing coordination and support in the management of TRCA owned and managed lands and real estate assets. Specifically, this position provides support in the case of routine or less complex proposals, leadership of programs relating to acquisitions and disposals, and the coordination and negotiation of transactions, contracts and land use and management agreements.
It also encompasses the management of external consultants including but not limited to legal, survey, appraisal, environmental and construction professionals. The position’s objective is to ensure senior leadership are informed of ongoing negotiations, environmental conditions, and risks relating to projects and provide appropriate recommendations.
**Major Responsibilities**:
Land Securement
Supervises and undertakes land acquisition and management programs and projects as set out in the property and risk management work plan. This involves, but is not limited to:
- Negotiating complex agreements with multiple stakeholders
- Requesting and reviewing external consultant reports
- Preparing reports for senior management and board
- Communicating updates and discussing strategy and developing actions with senior management
- Liaising with internal departments to review and comment on various initiatives as well as with external municipal and provincial partners
- Ensuring stakeholders are aware and understand corporate directions and initiatives
- Initiate and participates in community and fundraising activities related to land acquisition and management
- Initiates and develops effective relationships with partners and agencies such as the Oak Ridges Moraine Land Trust, Nature Conservancy of Canada, partner Municipalities, etc. ensuring engagement, cooperation and collaboration necessary to fulfill the Greenlands Acquisition Project objectives, manage expectations, and influence outcomes through timely and multi-layered transactions.
- Maintains regular and direct involvement, including taking on a leadership role where appropriate, in corporate projects and high priority objectives such as the expansion of Albion Hills Conservation Area.
Property Administration and Management
- Oversees negotiation and preparation of agreements and leases relating to initiatives to manage, maintain, renovate, update or re-purpose existing or potential TRCA assets.
- Advises and makes recommendations to senior management on opportunities and risks associated with ongoing initiatives or programs.
- Implements program requirements and oversees wide variety of internal and external asset use and management.
- Executes diligence and strategic initiative in reviewing, circulating, considering and recommending directions or actions.
Policy Development and Updating
- Ensures compliance and conformity with internal policies and external regulations and requirements. Leads ongoing review and update of existing internal polices including but not limited to Encroachment, Land Sale, Contaminated sites etc.
- Develops new policies where appropriate or identified by senior management.
- Develops and supports multi-year goals and executes project specific land use or ownership requirements using tact and demonstrating a high degree of political acuity.
- Ensures resources are sufficient to execute on priorities and timeframes. Seeks approval to amend acquisition priorities to account for market or funding opportunities.
- Identifies methods for acquiring ongoing funding and establishes land acquisition and management policy, strategies, timelines.
Administration
- Directs and/or oversees the coordination of external contract work activities within the Department.
- Instructs and ensures that consultants consistently produce timely, error free, high-quality services in accordance with contract and other requirements.
