**Procurement Lead (Pipe Spools)**:
The Procurement Lead (Pipe Spools) is responsible for the negotiation, procurement and contract administration of custom fabricated materials and services required in support of new vessels constructed by Seaspan Shipyards under the Federal Fleet Renewal Program (FFRP) in accordance with procurement and contracting best practises, Seaspan’s Industrial and Regional Benefits (IRB) obligations and commitments, customer requirements and the Seaspan purchasing policy.
**Duties and Accountabilities**
- Overall responsibility to ensure materials are available on schedule in support of production requirements.
- Own the sourcing, bid evaluation, selection, procurement and delivery of materials and services required in support of new vessels constructed by Seaspan Shipyards.
- Act as liaison between Suppliers and internal departments to support the development and execution of production schedules.
- Prepare internal material availability reports and communicate to internal departments.
- Ensure that purchase orders are approved in accordance with Seaspan policies and complete the purchase orders in an accurate and timely manner.
- Initiate clerical staff to produce procurement reports to ensure appropriate data collection for future reference and in case of warranty issues.
- Supervise staff by coordinating the purchasing departments’ performance, provide development opportunities, and in consultation with the Manager Supply Chain - New Construction adjust staffing levels to correspond with work volume.
- Participate in project planning and scheduling and give information required for estimates for large projects and bids.
- Guide and direct purchasing staff to solve invoicing issues in TAP accounts payable system and collaborate closely with Corporate’s Accounts Payable department to ensure accuracy.
- Act as a resource person for the JD Edwards enterprise system by providing mentorship, training and sharing information as required.
- Ensure the VSY Procurement process is adhered to by staff across the organization.
- Research and identify potential suppliers capable of supplying equipment and/or services
- Responsible for the verification and follow up on the status of material deliveries under open purchase orders and communication to appropriate stakeholders of changes.
- Expedite suppliers as required to ensure timely delivery of material and completion of services.
- Ensure that product manuals, material certifications and other required documents have been received with delivered materials, as specified on the purchase order or contract.
**Education and Experience**
- A bachelor’s degree in Engineering, Business, Finance or Law.
- A minimum of 8 years of sourcing, bid evaluation, negotiation and execution of various types of purchase agreements, including a minimum of 2 years in a supervisory capacity as part of a large manufacturing organization, preferably in shipbuilding industry;
- Professional certification or training through an accredited procurement society such as the Purchasing Management Association of Canada (PMAC) or New Supply Chain Management Professional (SCMP), The Logistics Institute (P. Log.), American Purchasing Society or The Association for Operations Management (APICS) CPIM program is desirable.
**Skills, Knowledge and Required Competencies**
- A high degree of business ethics and integrity
- Strong procurement skills/knowledge of competitive bid processes;
- Experience working from bills of material in a manufacturing/MRP-system driven environment; Previous experience is the acquisition of major equipment, raw materials, fabricated materials, build-to-specification materials used in new vessel construction;
- Experience in establishing subcontract terms and conditions which flow down prime contract terms and conditions and which minimize contractual and business risks to Seaspan;
- Outstanding negotiation skills for both new subcontracts/purchase orders and change orders to existing subcontracts/purchase orders;
- Capability to read and interpret sophisticated technical specifications and detailed engineering drawings coupled with the ability to incorporate specifications and drawings into bid documents;
- Proven leadership skills including recruitment, personal development, performance management and succession planning.
- Strong customer service focus and interpersonal skills;
- Demonstrated initiative, creativity and integrity.
- Excellent communication skills both written and verbal.
- Strong organizational skills.
- Advanced level digital literacy including Word/Excel/Powerpoint.
- Demonstrated ability to multi-task, prioritize and problem solve.
- Good business judgment and reasoning skills.
