STATEMENT OF WORK
Senior Business Analyst
1. Background
1.1 As a key Force Employer and Force Generator for the Canadian Armed Forces (CAF), the
Canadian Joint Operations Command (CJOC) prepares and conducts CAF operations and develops, generates and integrates joint force capabilities for operations. As part of CJOC HQ, Director Joint Readiness (DJR) supports Commander CJOC’s role as the Joint Readiness Authority (JRA).
The “How to Fight” (HWF) initiative is focused on how the CAF must adapt to the contemporary global security environment and its continued state of competition, confrontation and conflict. The Pan-domain Force Employment Concept (PFEC) is central to the HWF initiative and will define how the force-in-being will be employed to contest, confront, combat and prevail against our nation’s adversaries. The present requirement builds on the PFEC, operationalizing it and leading to practical advice to commanders and staffs in developing the Conduct of Operations in the Pan-Domain Environment (COPE) and assessing the existing DND/CAF C2 and C4ISR projects for alignment with COPE.
The DJR manages the Joint Managed Readiness Program (JMRP) and is responsible for the coordination, synchronization, conduct and administration of Canadian elements of joint and combined exercises conducted by the CAF, including exercise planning, Lessons Learned (LL) programs, and exercise administrative and governance support.
JOINTEX is an annual education, joint capability development and training series designed to transform the way the CAF trains, develops and prepares for future operations. The JOINTEX series’ aim is to advance CAF mission readiness by practicing the conduct of Joint, Combined and Integrated
Expeditionary Full Spectrum Operations, developing concepts and procedures, and providing a focus for Horizon 1 (0 to 5 years) joint force capability development.
2. Objective
2.1 CJOC requires senior business analysts (BA) to assist and act as advisors to the DJR.
Experienced joint and combined military collective training and joint readiness specialists are required to further develop the JMRP, How to Fight initiatives, and the COPE. They will also support the design, development, planning, conduct and reporting on JOINTEX. They will support the DJR and senior planning staff in enhancing ways and means of designing, developing, delivering and reporting on joint readiness activities, inclusive of collective education and training. The BAs will need to understand how to integrate strategic and operational C2 and C4ISR systems across the CAF in order to support warfighting perspectives in relation to organizations, concepts, and doctrine or lessons learned development.
2.2 The objective of this requirement is to obtain the services of up to three (3) part-time Senior Business Analysts to provide professional services to assist DJR in assessing the defence environment, developing and implementing joint readiness concepts and programs on behalf of CJOC.

4. Tasks and Deliverables
4.1 The resources must perform the following tasks
4.1.1 Provide advice and recommendations to the JRA on the JMRP, HWF and COPE at the strategic and operational levels;
4.1.2 Draft, review, and incorporate feedback to operational-level military concepts and doctrine documents related to joint operations and pan-domain campaigning. Develop and improve existing TTPs and support the development of CAF doctrine and lessons learned;
4.1.3 Develop and study options for including pan-domain campaigning in the eventual National
Defence Operations and Intelligence Centre (NDOIC), supporting the National Defence Secure Campus (NDSC) project;
4.1.6 Provide assistance to the DJR by planning and conducting KLEs and presentations;
4.1.7 Develop, produce and maintain DND/CAF executive level documentation;
4.1.8 Prepare trip reports on completion of all approved travel; and
4.1.9 Prepare and provide monthly progress reports as directed.
4.2 The resources must provide the following deliverables:
4.2.1 Joint force and pan-domain concept papers.
4.1.2 Implementation plans.
4.1.3 Trip Reports.
4.1.4 Monthly progress reports.
