**Purchaser & Supply Chain Analyst (Procurement)**
Mechanical Systems Remanufacturing Inc (“MSR”) is a leader in manufactured and remanufactured railroad products in North America. Established in 1987, MSR has as well-established client base represented by class 1 railroads, international operators and transit authorities.
**The role**:
The Purchaser and Supply Chain Analyst (“Purchaser”) manages MSR’s sourcing and supply chain. The Purchaser is responsible for strategizing and negotiating with suppliers and vendors for both materials and services in order to acquire cost-effective deals and to reduce procurement expenses. The Purchaser is tasked with development and maintenance of the entire procurement process - from vendor identification and selection, to ensuring stock optimization, as well as 3rd party (outsourced) service functions/timelines that form part of MSR’s production process. Success in this role is measured by cost effective purchasing and ensuring that our shop employees have what they need, when they need it, to optimize their productivity and enable MSR to deliver on its promises to its customers.
**Education and Experience**:
- 3+ years in procurement/purchasing experience within a manufacturing and/or assembly setting (i.e. as opposed to strictly a buy/sell distribution setting)
- Completed post-secondary education
**Key Competencies**:
- Experience with inventory management
- Comfortable working in a manufacturing environment and walking the shop floor
- Ability to communicate and create solid working relationships with both shop and office staff
- Strong computer skills (Strong excel literacy required. Intermediate skills related to Word, Outlook)
- High level of professionalism, exceptional customer service, and organizational skills
- Strong verbal and written communication skills, with high attention to detail
- Ability to effectively manage multiple and competing priorities and timelines
- Ability to work both independently and in a team environment, with mínimal supervision
- Experience with implementation and/or use of basic Enterprise Resource Planning (ERP) programs is considered an asset
- Continuous improvement mindset
**Core Responsibilities**:
- Issue Purchase Orders and manage inbound materials, components, shop consumables, and outsourced production partnerships
- Ensure supply chain (availability of materials, components, and consumables) aligns with MSR’s order book and production requirements to minimize downtime and rework
- Ensure inbound quality control and timely sampling and returns if necessary
- Negotiate to optimize terms and pricing with vendors
- Identify alternate sources of supply/service to de-risk sources of materials and supply chain issues
- Manage live component & materials inventory levels
- Develop, review and maintain reorder points and period of supply levels for key material inputs
- Lead overall inventory management through mix of visual management and systems implementation
- Assist in broader push towards perpetual inventory management
- Assist (to lead) with annual inventory count
- Assist with shop layout & optimization of inventory stocking practices
- Develop phased project requirements for multi-year service agreements
- Analyze economic order quarantines, blanket purchase orders for potential cost savings and supply chain enhancements
- Establish and maintain relationships with new and existing vendors
- Improve lead times from key vendors through process analytics
- Maintain critical vendor/purchasing master data, including: costs, FX rates, surcharges, minimum order quantities, lead times, period of supply, component replacement likelihoods
- Collaborate with MSR management & shop leadership to ensure project specific procurement needs are met
- Provide periodic reporting and ad hoc analysis highlighting business insights to MSR management
- Act as a change agent for supply, inventory and planning best practices
**Job Types**: Full-time, Permanent
**Salary**: $55,000.00-$65,000.00 per year
