**Responsibilities**:
Reporting to the Director of HSE (DHSE), the HSE Manager administers and implements existing Safety programs and systems in support of all Arrow businesses within the Arrow group of companies.
The HSE Manager plans, develops, implements, and evaluates existing Health and Safety programs, along with the DHSE, and is further responsible to assist divisions with safety orientations for new work sites and processes, worker training and evaluations, workplace inspections, incident investigations and incident reporting. In addition, the HSE Manager will work closely with all divisions/groups to ensure COR certification is maintained, where it already exists, and develop and maintain the COR program in emerging operations.
**Major Responsibilities**
- Provide Occupational Health and Safety (OHS) advisory services to individual division staff to support the overall vision and goals of the corporate safety system.
- Work with the DHSE to develop education and training programs, tools, and resources to assist divisions maintain their OHS and Return to Work programs.
- Provide mentorship and support to managers and supervisors through on-site visits and advice.
- Lead specific division engagement strategies to promote adherence to the established corporate initiatives and resources.
- Perform work site safety compliance inspections and audits, including hazard identification and assessments, safe work procedures, JSA’s, written reports and recommendations to comply with federal, provincial, municipal, customer and industry standards and regulations.
- Direct and review the analysis of incident and injury data, identify the needs for process or systems modification.
- Ensure all divisions maintain accurate and updated employee orientation and training records, incident record completion, inspections, and related operational documents.
- Assist division staff in understanding their responsibility relating to risk mitigation, system compliance, audits, WCB, NSC and OSHA requirements.
- Assist divisions with development, training, communication, and testing of their respective written plans dealing with emergency response, spill containment and reporting, first aid, fire suppression, etc.
- Advise on improvements in tracking and reporting procedures. Provide guidance to field staff via a variety of safety briefings.
- Research, plan, organize and conduct orientation and training programs for division managers and field employees suitable to the division’s type of work activities.
- Research OHS information to assure the best available methods and equipment is available and adopted to minimize hazards in the workplace.
- Develop or modify and implement safety systems by inspecting or reviewing worksites, equipment, processes, and other work activities.
- Review results from inspections and investigations and coordinate OHS activities with various divisions.
- Liaise, lead and/or participate in industry forums, customer task forces, special teams, and management as it relates to Arrow for the benefit of the workforce, the public and the company, as applicable.
- Support divisions by managing and updating third party subcontractor subscriptions such as ISNet World, ComplyWorks, E-Rail and AVETTA.
- Assist divisions and logistics groups in the preparation or review of RFPs for new or changing customer requirements.
- As business demands require, builds a team of motivated, efficient, and productive employees, and coordinates their efforts through strong leadership, coaching and direction.
- Provides employee-sensitive, considerate, courteous leadership through consistently fair treatment of people so that a relationship of mutual trust and support is maintained.
- Creates an honest and open communications environment which involves participative problem solving. Shares information with all employees so that a mutual understanding and appreciation of the company business is ensured.
