Under the general supervision of the Coordinator of Business Supports & Enforcement Processes, the By-Law Enforcement Services Clerk provides administrative support to the division’s Coordinator of Business Supports & Enforcement Processes, Community By-Law Enforcement Officers, supervisors and divisional managers, as needed. As part of the clerical team for Community By-law Enforcement Services (CBES), some additional duties in customer service and business licensing will be performed as operationally necessary.
**As the** **_Enforcement Clerk_** **you will**:
1. Perform T2-Flex data entry and completion of administrative processes of related enforcement documents and evidence.
2. Perform office and technical procedures including basic interpretation of the following by-laws:
- Community Safety Business Licensing 91/2008
- Vacant Building By-Law 79/2010
- The Neighbourhood Liveability By-law 1/2008¿¿¿¿¿
3. Provide professional customer service with current relevant information to residents, business operators, contractors, as well as to internal and external government departments, in a timely and efficient manner.
5. Process purchase orders, receipts, accounts payable transactions and monitor inventory of goods purchased through PeopleSoft.
6. Perform cashier functions including receipting, refunds, cash transactions, reconciliation and record management.
7. Provide support with the Common Offence Notice process, which includes preparing complete files, maintaining & updating the database, obtaining Certified Title Searches and Certified Tax Assessments.
8. Prepare Provincial By-Law Court dockets, attend and support the CBES representative in Provincial By-Law Court.
9. Respond to enforcement enquires by CBES, Legal Services and Manitoba Justice staff.
10. Prepare and distribute reports as requested.
11. Monitor Safetyline.
12. Complete daily pickups and deliveries off-site, within the downtown campus.
13. Maintain the department correspondence tracking and filing systems
14. Perform other related duties compatible with the classification as assigned
**Your education and qualifications include**:
1. High School graduation or an equivalent combination of training and experience.
2. Demonstrated ability to communicate effectively both verbally and in writing and to meet and deal with a wide variety of people under varying conditions.
3. Ability to acquire working knowledge of the following by-laws within 3 months:
- Community Safety Business Licensing 91/2008
- Vacant Building By-Law 79/2010
- The Neighbourhood Liveability By-law 1/2008
4. Ability to acquire working knowledge of the Amanda data system within 3 months.
5. Knowledge of materials management processes and City contracts for purchasing.
6. Demonstrated ability to function effectively in a team environment, and deal with people at all levels in a courteous and tactful manner in accordance with departmental guidelines.
7. Proven ability to work independently with mínimal supervision, under pressure in a stressful and politically sensitive environment.
8. Demonstrated ability to type accurately at 40 w.p.m.
9. Demonstrated proficiency in use of Microsoft Word (basic), Excel and Outlook.
10. Demonstrated ability to organize and prioritize multiple tasks, change focus quickly and work within tight deadlines.
11. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Policy.
12. Working knowledge of the Corporate Financial/Payroll systems (i.e. PeopleSoft) within 3 months
13. Must have demonstrated acceptable attendance and job performance relevant to this position.
