**POSITION SYNOPSIS AND PURPOSE**:
This non-union position, under the general direction of the Manager of Recreation Facilities & Programs, will develop and provide safe, accessible, convenient and affordable recreational opportunities for the citizens of St. Thomas and surrounding areas. Provides leadership and supervision to program, camp and aquatic staff while ensuring the safe and effective operation of camps, skating programs, fitness and recreation programs, recreation and leisure activities, and aquatics.
The Supervisor of Recreation Programs is accountable for the administration, marketing and management of all programs within the Division, including efficient staffing, budgets, strategic planning and legislative compliance. They provide expert advice and sound recommendations to the Manager of Recreation Facilities and Programs on aquatics, recreation programs and customer service issues as well as operational and business plans.
This position is responsible for ensuring that activities and operations follow the Occupational Health & Safety Act, all related legislative policies, regulations, corporate policy, and direction.
**MAJOR RESPONSIBILITIES AND ACCOUNTABILITIES**:
Program Development, Implementation and Evaluation (30%)
- Plans, coordinates and implements recreation and leisure programs, aquatics, camps, adult and youth programs and events such as: Summer Day Camps, PD Day Camps, March Break and Winter Break Camps, Spring Hockey, Winter/Spring/Fall Programs, Adult Programs, Aquatic Summer Programs, Drop-in Programs and the Walking Track.
- Creates, organizes and operates all current recreation programs including the implementation of program plans for all sessional programs.
- Develops innovative aquatic and recreational programming to meet the needs of a growing and diverse population. Reports on trends and areas of growth, including future opportunities.
- Monitors the effectiveness of programs. Makes and/or recommends modifications for future programs.
- Implements and manages program quality assurance; completes program evaluations and customer surveys. Engages employees in the process and encourages them to participate fully. Makes changes and/or recommendations to the appropriate Manager.
- Incorporates and models the HIGH FIVE® Principles of Healthy Child Development in program delivery, where appropriate.
- Continually reviews and improves operating methods to keep pace with changes in customer service, aquatics, recreation programs, marketing fields, technology, expectations, requirements, employee skills, and opportunities.
- Creates and implements behavioral contracts for camps, programs, and aquatics to ensure a safe and supportive environment for all participants.
- Performs other duties, responsibilities and functions, as assigned.
Supervision, Leadership and Staff Development (30%)
- Provides overall leadership and supervision of programs, camps, and aquatics teams, including recruitment, hiring, scheduling, administration, training, completion of performance appraisals, corrective measures including termination, and coaching to ensure high quality City programs.
- Institutes and maintains sick call-in procedures and policies as well as co-ordinates and approves rescheduling of program staff shift changes. Reviews all payroll shifts and resolves Dayforce issues.
- Evaluates training needs, and manages execution of staff trainings, program orientations and meetings.
- Leads and facilitates meetings with staff to address conflicts and conduct disciplinary discussions. Collaborates with parents to facilitate the removal of children from camps.
- Responsible for work cell phone for the purposes of being available for and tending to issues related to recreation, camp and aquatic programs that may arise outside of the scheduled workday, e.g. available evenings and weekends for programming sessions.
- Ensures aquatic staff are trained as legislated in the Ontario Public Pool regulations under the Health Promotion and Protection Act (HPPA).
Administration and Customer Service (20%)
- Maintains recreation program files, records and reports which may include the collection and analysis of data, duties and responsibilities, customer satisfaction, revenue and expenses, etc. in accordance with the corporate retention by-law.
- Ensures drop-in participants sign program waivers.
- Solicits sponsorship, advertising, and donations for programs as required.
- In collaboration with corporate communications, coordinates the marketing and promotion of programs, camps and aquatics including designing and creating social media, brochures, and flyers.
