**Organization Overview**: Restorations exists to support Survivors of sexual exploitation and human trafficking by providing long term residential housing, survivor-led peer programming and holistic care.

**Position Purpose**: To oversee the development and delivery of second-stage housing services for women in Halton Region with lived experience of human trafficking and commercial sexual exploitation in accordance with the Housing Services Act (HSA), Anti-Oppressive Practice (AOP) and Trauma-Informed-Care (TIC), and in partnership with community partners.

**Supervision and Reporting**:
The Program Manager is supervised by and reports to the Executive Director.

**Responsibilities**:

- Program Management:_
- Ensure that effective RSSH programs are in place to meet the housing requirements and standards in accordance with legislation and other provincial and municipal directives, regulations, policies and procedures while meeting the physical, psychological, social, cultural and spiritual needs of each program participant.
- Review and update written program policies and procedures on an as needed basis.
- Work closely with the Executive Director in providing necessary support and intervention for crisis situations.
- Responsible for overseeing new resident screening, intake, and onboarding process; respond to community and agency housing referrals, complete participant intake assessments, finalize the intake process including participant agreements and completion of required documentation, to ensure alignment of participants with the RSSH housing program and values.
- Coordinate staffing coverage and problem solving that will help maintain a stable and caring environment for residents at all times.
- Facilitate regular house meetings to engage and empower participant feedback to the RSSH program and facilitate in-house events, as appropriate, such as cooking and nutrition supports, social activities, wellness activities, etc.
- Facilitate weekly resident support team meetings.
- Ensure communication of agency referral, intake, and participation guidelines; grow community awareness of the program to ensure participant alignment with RSSH’s unique program offerings and values; and address any program complaints and concerns as required.
- Facilitate Restorations’ Program Advisory Committee.
- Responsible for rotating on-call shift responsibilities with the Executive Director.
- Case Management:_
- Work collaboratively with RSSH staff and community partners to ensure delivery of a wrap-around support program for participant needs over the 2-year second-stage housing term, including use of case management software for confidential record-keeping in compliance with all privacy and related legislation.
- Provide case management support and trusted supportive relationships for residents living within the RSSH house to meet the physical, psychological, social, cultural and spiritual needs of each program participant through the development of an individual, holistic plan with wrap around supports to address housing income supports (as applicable via OW; ODSP; etc.), legal supports and court services, medical and dental supports, mental health supports, including counselling, support for substance misuse, nutrition, wellness, social inclusion, connection to peer mentoring, education, skills training, employment access and supports, transportation, systems navigation, financial literacy, etc.
- Work collaboratively with external agency partners to follow up on participant case management referrals for each participant to help ensure the unique needs of each participant is addressed.
- Connect participants to RSSH Peer Advocates for peer survivor/lived experience support, and external case management supports, including Elizabeth Fry Halton External Case Manager, for transportation to and/or attendance at key appointments and meetings including court appointments, medical/dental appointments, OW/ODSP and other income support agencies, etc.
- Build personal accountability for each participant to adhere to the program policies to ensure safety for the house, including adherence to house safety rules, participation in house chores and duties, safe substance use harm reduction, safety of visitors, including safe exit from the program if required to ensure the safety of participants and/or staff.
- Administrative/Supervisory:_
- Monitor monthly spending/budgets to ensure fiscal responsibility and approve spending for groceries, household items, and other program expenses.
- Assist with recruitment, hiring and retention of RSSH Housing Staff, to build a high performing case management team, providing strengths-based supports to participants, and increase credibility of the agency’s services within the local community, particularly Halton and Hamilton Regions.
