Job Summary
Reporting to the Associate Director Payroll, the Payroll Administrator is responsible for providing first level payroll support for all aspects of the payroll-related employment relationship for employees within an assigned client group. Supporting equity diversity and inclusion the Payroll Administrator responds to payroll enquiries from stakeholders including Human Resources, employees, managers, and various external agencies responsible for responding in a timely and accurate manner. The incumbent is accountable for following up on payroll-related issues through to resolution and liaising with the rest of the Payroll Team to complete the payroll cycle within multiple, simultaneous deadlines.

**KEY RESPONSIBILITIES**:

- Processes monthly, bi-weekly and casual payroll based on defined pay cycles, schedules and system requirements. Specific functions include calculating and processing additional pay such as maternity and parental top sub plan top up and retro payments, reviewing and entering tax and banking information, and maintaining all employee general deductions including union dues, pension, charity, family support and garnishments.
- Ensures actions relating to payroll activities are compliant with organizational policies and procedures as well as government regulations including CRA and ESA.
- Conducts data audit reviews verifying system for accuracy and completeness and make corresponding system corrections via manual entry or upload templates.
- Prepares off-cycle payments as required, ensuring accurate calculation of source deductions, general deductions and benefits in accordance with CRA, Queen’s policies and collective agreements.
- Responds to first level enquiries from Human Resources, employees and managers relating to pay issues and general deductions, which may include preliminary investigation of specific situations, gathering data or contacting managers and employees as required. Provides follow up or coordination with other payroll staff and management to resolve issues.
- Processes, logs and disperses both off-cycle and on-cycle cheques.
- Prepares Records of Employment (ROE’s) transactions within HR PeopleSoft adhering to legislated timelines for terminated employees, Leaves of Absence (LOA’s), and as requested by external agencies and employees.
- Ensures all payroll documentation is filed accurately according to CRA standards.
- Enters cheque requisitions and general journals for payroll into PeopleSoft Finance.
- Collects, calculates and prepares the monthly off cycle billing general journal.
- Prepares copies of T4 and T4A forms and paystubs, and assists in distribution of T4’s and other year-end logistics.
- Assists in audit preparation and payroll review.
- Shares suggestions/opportunities to enhance client service relationships and process efficiencies and identifies potential compliance issues to the Associate Director Payroll.
- Conducts other duties in support of the department as required.

**REQUIRED QUALIFICATIONS**:

- Post-secondary program (minimum 2 years), with courses in accounting and payroll, combined with 1-3 years of experience in Payroll administration or Human Resources.
- Enrolment in, or completion of, the PCP - Payroll Compliance Practitioner Certification, is considered an asset.
- Knowledge of government regulations pertaining to payroll including CRA (CPP, EI, and tax), WSIB, EHT, union dues and pension deductions.
- Knowledge and understanding of accounting concepts and principles, payroll legislative policies, Employment Standards Act and their impact on payroll processing.
- Satisfactory Criminal Record Check Required.
