**Responsibilities**:
PRIMARY PURPOSE
Leads and coordinates processes that support the development and sustainment of CMBC’s Safety (SMS), Environment (EMS), Resiliency (RMS), and Integrated Management System (IMS) including high-level safety risk assessments, programs, procedures and records. Develops standards and protocols that support development of all SEEM Management Systems and collaborates on the development and sustainment of the enterprise Integrated Management System (IMS). Leads management system compliance audits and works with business leads to develop corrective actions in response to audit findings.
KEY ACCOUNTABILITIES
Manages the continuous improvement of CMBC’s Safety, Environment and Emergency Management department (SEEM) management systems by tracking all system elements, integrating audit findings, stakeholder input, and regulatory changes, and recommending specific elements for update each business cycle. Collaborates with SEEM department leads and risk owners on updates to these same management system elements providing resources to assist with their delivery.
Manages CMBC’s Global Safety Risk Assessment that is used to rank overall safety risks at CMBC and serve as a decision-making tool for prioritization of development of safety programs. Works with department managers to update local departmental safety risk registers and integrates common and high-risk items into the Global Safety Risk Assessment.
Leads the development and implementation of protocols common to each of the EMS, RMS, SMS, and enterprise IMS including decision making tools, manuals, templates, standards, and training matrices.
Leads the development and implementation of the Integrated Management Systems (IMS) compliance audit program including stakeholder engagement, developing auditing protocols, conducting analysis of elements to audit, building audit schedules, leading or directing audits, and ensuring corrective action plans are developed.
Collaborates with SEEM directors and managers across the TransLink Enterprise, plays a leading role in the Enterprise IMS development, implementation, and sustainment. Ensures alignment between CMBC’s SEEM management systems and the Enterprise IMS.
Manages the SEEM management system document control program including liaising with department stakeholders to ensure all programs, safe work procedures, administrative procedures, and forms are tracked, properly coded, retained, and updates communicated to stakeholders in a manner consistent with management system and records retention standards.
Ensures SEEM management system documents and records comply with the TransLink Enterprise Information Management Policy.
Supports emergency response related to high-profile incidents, including labour disruptions and major disasters for both CMBC and the TransLink Enterprise, participates in CMBC Emergency Operations Centre and Enterprise Emergency Coordination Centre as required.
Manages staff, providing leadership for recruitment, selection, training, motivation, performance management, development, discipline, termination and all other people management practices.
**Qualifications**:
EDUCATION AND EXPERIENCE:
Completion of a university degree in Science, Engineering, Safety, Environment or related discipline, plus five years' experience working in management systems, safety, environment, or emergency management. Lead Auditing Certification in a related discipline (e.g., Safety, Environment, Emergency Management) is required. Experience in public transit, transportation, or other industrial settings is an asset.
OTHER REQUIEREMENTS:
Solid knowledge of concepts, principles, practices, and techniques pertaining to safety, environment, and emergency management in large workplaces.
Working knowledge of Occupational Health & Safety, Environmental, and Emergency Management laws and regulation in British Columbia and/or Canada.
Strong interpersonal, writing, communications, and leadership skills to liaise with stakeholders and leaders across a complex workplace.
