**Summary of Duties**
Reporting to the Director, Municipal Housing Development, the Manager, Housing Development oversees a multidisciplinary team of employees who work collectively with private and non-profit community organizations bringing resources, plans, and funding together to help advance affordable housing development projects. This position contributes to the strategic management and delivery of sustainable development opportunities, revitalization and rejuvenation activities, and funding and incentive options, to support the overall strategic focus of increasing affordable and quality housing options for individuals and families, reducing the number of individuals and families experiencing homelessness, and supporting improved access to services.

**Work Performed**
- Contribute to the development and implementation of strategic initiatives for Housing Development to align with Council’s Strategic Plan. Accountable for the effective delivery and the business responsibilities of the unit.
- Provide leadership for the planning, management, and administration for the Housing Development team; recommend, develop, and maintain comprehensive policies, programs, procedures, and protocols that inform and support City services.
- Provide advice to the Director, Municipal Housing Development on strategic priorities with responsibility to operationalize those goals and strategies.
- Provide professional opinion, and information to the Senior Leadership Team; Director, Municipal Housing Development; Council; and Committees on policies, programs, and services as required.
- Contribute to the identification and development of internal controls in the form of policies, procedures, and practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented and adhered to within Housing Development.
- Oversee a team of employees; provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Program and Business Coordination: Provide advice on a variety of business supports on housing initiatives, including available programs, related policies, project scope, funding, budgets, investments, and services standards.
- Housing Development Coordination: Support initiatives that increase the supply of affordable housing; work with community groups and developers to facilitate new and regenerate existing developments; oversee projects from initial development; identify and pursue new funding opportunities; and administer plans supporting a multi-year capital budget.
- Liaise with other departments and divisions within the Service Area and the corporation on policy development, project advancements, development approvals, and regeneration activities.
- Negotiate Contribution Agreements between the City and proponents, as required. This includes City contributions, milestone payments, reporting and terms of the Agreement(s).
- Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
- Manage the Housing Development team including hiring, administration and performance aspects of reporting staff. Respond to sensitive and confidential human resource issues as required.
- Liaise with respective unions on issues that affect bargaining unit members. Promote and foster constructive working relationships with employees and bargaining units and monitor collective agreement compliance.
- Build and encourage employee commitment to a high level of performance in all areas of customer service and delivery.
- Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of the strategic initiatives.
- Demonstrate commitment to supporting diversity, equity, inclusion and Human Rights through interactions with stakeholders, employees and individuals and ensure that policies, programs and protocols reflect this commitment.
- Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety.
- Prepare reports for Council and various Committees as required.
- Identify, adapt, and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the unit.

**Qualifications/Experience**
- Completion of a Graduate Degree in Business Administration, Public Administration or a related field; formal education in a recognized housing related discipline such as planning, property management, real estate, housing, or a related field is an asset.
- A minimum of ten years’ experience at the senior management level combined with advanced knowledge of housing development, especially as it relates to affordable housing development.
