**JOB OVERVIEW**
- The Human Resources Officer, with specialty in labour relations and under the direction of the Executive Director, represents LGIH on employment related matters involving bargaining unit employees and disputes under the collective agreements, and related employment legislation and regulations. This expertise will carry forward to collective bargaining support._
- This position is required to maintain up-to-date knowledge of relevant jurisprudence, administrative tribunal processes, legislation, regulations, and recommend changes in collective agreements, policies, procedures, legislation and regulations. _

**ACCOUNTABILITIES**
- Reviews and evaluates grievances and other assigned cases, and determines most effective approach and position.
- Instructs legal counsel at formal arbitration, Human Rights Tribunal mediations and hearings and Ontario Labour Board hearings.
- Responsible for development of the employer’s case for expedited and formal arbitration. This includes assessing merits and theory of the case; conducting legal research; identifying and gathering evidence; identifying, interviewing and preparing relevant witnesses; reviewing relevant documentation; preparation and presentation of the case before decision makers. Responsible for filing employer grievances.
- Advises and takes instruction from the Executive Director and the Board of Directors with respect to grievance management, including development and presentation of settlement proposals to the Union, within previously established precedents. Drafts and finalizes memoranda of agreement.
- Represents the employer at case conference and at expedited arbitration when required.
- Represents and supports the Executive Director at joint meetings and other dispute resolution processes within the collective agreements (e.g. bargaining unit exclusion, hours of work umpire, mis-use of supervisory and managerial authority, bullying).
- Leads or supports collective bargaining, including consultation with clients, drafting bargaining proposals, recommending approaches, drafting Memoranda of Agreements/Letters of Understanding, supporting strike contingency planning.
- Facilitates formal and LGIH tailored training (ie. Advanced Labour Relations) to excluded and bargaining unit employees, LGIH staff and Board of Directors.
- Provides advice, recommendations and support to the Executive Director and Residential Manager on contract interpretation, individual labour relations matters and complex employee issues.
- Identifies broad or emerging issues involving the union or in legislation or case law and provide assistance to the Executive Director to ensure labour relations consistently.
- Provides or supports the preparation of briefing notes and summaries that inform executive on labour relations matters, including recommendations on course of action.
- Reviews and edits policy documents, guidelines, standard operating procedures and topic guides for consistency with collective agreements.
- Participates on committees, working groups and project teams and other duties, as required.

**JOB REQUIREMENTS**

**Education and Experience**:

- Minimum four (4) years of recent human resources with labour relations experience in a unionized environment; **OR**, four (4) years of recent experience as a human resources practitioner that includes significant labour relations experience; **OR**, an equivalent combination of education and experience may be considered.
- Experience in writing correspondence for management regarding complex matters.
- Experience in negotiations with Union representatives.
- Preference may be given to applicants who have experience in collective bargaining or as a support to bargaining.
- Preference may be given to applicants who have experience representing the Employer before arbitration and/or administrative tribunals.

**Knowledge, Skills and Abilities**:

- Knowledge of labour arbitration hearing preparation/presentation techniques, labour relations and Ontario human rights jurisprudence, and employment related legislation;
- Knowledge of legislation related to information management, protection of privacy, access to information and records;
- Proven ability to analyze, advise and obtain client instruction for decisions to advance actions on complex issues;
- Proven ability to effectively communicate verbally and in writing, including an ability to be persuasive and succinct, while identifying and explaining key issues;
- Proven ability to develop and maintain effective working relationships; exercising creative problem solving in conflictual situatio
