Astellas Pharma Canada is currently searching for a Head of Market Access and Government
Relations in our Commercial Division reporting to the General Manager, Astellas Pharma
Canada, Inc. This is a head office position located in Markham, Ontario area.
**Description**
The Head of Market Access and Government Relations is responsible for providing
strategic direction and leadership to the Market Access/Government Relations (MAGR)
team to ensure rapid, comprehensive and long term public and private access to
Astellas Pharma Canada, Inc. (APCA) products.
This role is also responsible for leading national Government Relations strategies to
develop and maintain relationships with Government decision makers, influencers and
relevant stakeholders to enhance the reimbursement landscape and funding for the APCA
portfolio and pipeline products.
In addition, this role is responsible for leading pricing strategies throughout the lifecycle
of APCA products to ensure compliance with PMPRB and optimal commercialization
across all provinces and market segments.
**Essential Job Duties**
Leads the development and implementation of a vision for market access, pricing,
government relations and health policy influence with strategic and operational
plans which are integrated with other functional departments in APCA.
Creates a high performance culture for market access through active leadership and
performance management of all direct reports.
Establishes government relations and market access performance metrics and
reporting mechanism for the regional patient access managers that allows for
transparency and collaboration between Sales & Marketing and Medical Affairs.
Responsible for leading, directing and managing the development of Health
Technology Assessment (CDR, pCODR and INESSS) strategies and submissions.
Responsible for leading and directing national Pan Canadian Purchasing Alliance
negotiations and provincial listing agreements.
Leads patient access and/or broad cross functional teams to influence the federal
and provincial policy environment to support APCA corporate objectives.
Develops national Government Relations strategies and trustworthy relationships
with drug plans and government bodies, federal and provincial, to proactively
support reimbursement objectives and gain access to intelligence regarding the
changing reimbursement landscape and health care environment.
Optimizes APCA membership with industry associations to influence health policy
and proactively develop and integrate innovative solutions into departmental
strategies in response to reimbursement challenges.
Develops and maintains relationships with global Astellas market access, pricing,
health economic (HE) and health technology assessment (HTA) colleagues,
adhering to all global policies, procedures and governance.
Anticipates changing market conditions with governments and private payers at the
national level and effectively disseminate information to optimize organizational
understanding of public policy and reimbursement trends on an ongoing basis.
Responsible for leading and directing pricing strategies including launch prices,
price increases/decreases for all APCA products and pipeline products.
Leads and manages PMPRB semi-annual reporting requirements and pricing
submissions.
Responsible for APCA trade relations and buying group/RFP submissions and
contracts.
Responsible for managing and overseeing patient support programs, from strategic
design, execution and management of patient support programs for all current and
future brands to ensure maximum value delivery to patients and Health Care
Professionals.
**Required Qualifications**
University degree in business or science
Ten years of experience in the ethical pharmaceutical industry required. Minimum
five years direct experience in Market Access. Management in different functional
areas such as marketing, sales, etc. is an asset.
Thorough understanding of the Canadian reimbursement environment, (CDR,
pCODR, provincial formularies, private payer sector).
Thorough understanding of the Canadian pricing environment (PMPRB).
