**Job Summary**:
Reporting to the Chief Administrative Officer, the Commissioner of Corporate Services provides a high level of strategic leadership in the delivery of centralized support services for the Region of Niagara and its shared service partners, ensuring that departmental programs and services are able to respond to the strategic priorities, objectives, and initiatives of the Region.

**Education**:

- Post-secondary degree in Public/Business Administration or equivalent related discipline.
- Master’s degree in Public/Business Administration or equivalent related discipline is preferred.

**Knowledge**:

- 10 years senior management experience in the leading a large and complex portfolio, strategic business planning, fiscal accountability/ sustainability within a public or private sector environment.
- Over 10 years senior management experience in leadership and administration of related services (including fiscal accountability) within a Municipal government setting is preferred.
- Professional Accounting Designation (CPA/CA, CGA, CMA) is preferred.

**Responsibilities**:
**Oversees the development and implementation of services and functions of the Corporate Services Department, which includes Facilities, Legal and Court Services, Strategic Procurement, Finance and Treasury Functions, IT Solutions and Asset Management, for the Niagara Region and its Shared Service Partners. (40% of time)**:

- Develops department goals and strategies that support the implementation of Council’s strategic priorities and CLT goals and objectives establishing success and performance indicators, measurement tools and operational standards, to monitor department results achievement and manage deliverables.
- Ensures operating and administrative policies and practices for the department are developed and implemented in accordance with the policies established by Provincial legislation (includes the Municipal Act, Development Charges Act(s), etc.), Regional Council and administrative directions set by the Chief Administrative Officer.
- Ensures all Corporate Services operational plans, designs and maintenance activities and initiatives support stakeholder interests.
- Provides advice and guidance on program and service delivery issues, identifying controversial and sensitive issues that may impact the department’s success, assessing potential risks and developing strategies to address issues.
- Balances multiple viewpoints and needs (the taxpayer, the individual, staff, multiple programs and services, elected officials) to create sustainable and effective program delivery.
- Provides financial advice to CAO on prudent financial management for the benefit of the Region as a whole.
- Works collaboratively with the senior leadership team to establish the Corporate Services agenda in the areas of Facilities, Legal & Court Services, Strategic Procurement, Finance and Treasury, IT and Asset Management, to support service delivery within the department and across the organization.
