Manager of Planning

Post secondary education in Urban or Rural Planning, Environmental Studies or related discipline, required.
- Minimum five years of demonstrated supervisory experience leading a municipal planning team, required.
- Full membership in, or eligible for full membership in, the Canadian Institute of Planners (CIP) with designation as a Registered Professional Planner (RPP), required.
- Extensive knowledge of Prince Edward County and its history, opportunities and challenges, preferred, with a strong understanding of the physical, social and economic conditions in the region, industry trends and best practices in planning.
- Thorough knowledge of the Ontario Planning Act, Municipal Act and other related legislation and regulations including Ontario Municipal Board processes, with the ability to interpret planning related documents.
- Comprehensive understanding of land use planning principles, challenges and opportunities, particularly related to rural settlement growth, environmental protection, heritage, agriculture, infrastructure, tourism and economic development.
- Experience in preparing and delivering planning evidence at Ontario Land Tribunal hearings.
- Knowledge of research methodology and statistics, management practices, budget development and administration, contract and grant management, and real estate practices.
- Strong project management skills with proven ability to multitask and proactively manage competing priorities, with organizational skills necessary to excel in a high pressure, fast paced environment with tight deadlines.
- Demonstrated leadership and people management skills, including effective mentoring, coaching, counselling and conflict management.
- Highly developed communication and public relations skills; strong presentation and writing skills; ability to effectively communicate municipal priorities and interests.
- Demonstrated ability to establish and maintain effective working relationships with residents, community leaders, business owners and government agencies.
- Ability to successfully lead negotiations and meetings with high level facilitation in a complex regulatory environment with many competing interests, together with the ability to identify and solve problems and make effective and timely decisions.
- Ability to handle confidential and sensitive information in an appropriate manner and to exercise tact and diplomacy with a high degree of judgment and discretion.
- Valid Class “G” Ontario driver’s licence in good standing.
**Supervision**:
- This position is responsible for the supervision of the Planning Coordinators, Intermediate Planner, Planner I, Secretary-Treasurer, Applications and Logistics Coordinator, Base 31 and the Administrative Assistant.
**Work Environment**:
The current annual salary range for this position is $102,976.57 to $144,314.20 as per the Non-Union By-Law. Compensation also includes a competitive benefit package and membership in OMERS, a defined benefit pension plan.
