Position Summary
Working independently, locates, evaluates and purchases parts, materials and services in accordance with company purchasing policies and procedures.

Supervisor Responsibilities
This position does not have formal supervisory responsibilities over other employees.

Essential

**Responsibilities**:

- Continually monitors the price, specifications, quality, transportation and delivery schedules for all purchases.
- Manages Complex Bids with annual purchases that could exceed $15M.
- Evaluates sourcing alternatives to identify the best source and value based upon established policy.
- Ensures supplier performance goals are measured against established goals and business objectives.
- Establishes forward purchase agreements to establish best price and availability for parts and materials.
- Aligns purchases with agreed upon stocking levels to optimize working capital performance.
- Manage strategic supply agreements and builds relationships with suppliers. Ensures supplier performance goals are measured against established goals and business objectives.
- Ensures capital spend is delivered at optimal cost and on time per schedule and serves as the key procurement liaison with internal team and external suppliers.
- Develop relationships with stakeholders on locating items and information needed to accomplish duties if applicable based upon contract arrangement.
- Competitively bids and purchases parts, materials, services and equipment at the best value for Westmoreland.
- Continually seeks out new updated parts, materials and methods that may improve productivity and/or minimize costs and provides feedback to operations and maintenance personnel.
- Reviews stock orders and direct orders for purchase and assigns items for purchase to other buyers.
- Partners with warehouse personnel to resolve shipping and receiving problems and accounts payable to resolve invoicing problems.
- Perform related work as required.

Typical Working Conditions
Normal office environment. Occasional evening or weekend work. Ability to travel up to 25%.

Education and Experience
- Minimum 5 years of related work experience.
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.
