Director of Service

**Overview**
The Director of Service is a key leadership role responsible for managing the delivery of all child and family services at Makoose C Gamik Inc. This position ensures that services are provided in accordance with the Child and Family Services Act, provincial standards, and agency policies, while reflecting the traditional and cultural values of Long Plain First Nation. The Director of Service provides direct supervision and guidance to Program Managers and Supervisors, oversees case management systems, and ensures effective frontline service delivery. In addition, the Director of Service leads program evaluation and performance measurement to ensure services are effective, efficient, and responsive to community needs. The Director of Service reports to the Executive Director.
**Duties**
**Supervision**
- Provide consultation, direction, and support to Program Managers, Supervisors, and staff on all direct service matters.
- Attend case conferences and meetings with external agencies as required.
- Oversee high-risk and contentious cases, intervening as necessary.
- Assume supervisory responsibilities in the absence of Program Managers or Supervisors.
- Respond to external agency inquiries related to direct service.
**Child Protection & Investigations**
- Oversee or conduct child abuse investigations when required.
- Present cases to the Regional Abuse Committee when a conflict of interest exists.
- Provide direction to child protection staff and attend Regional Abuse Committee meetings as the mandatory agency representative.
**Case Management & Oversight**
- Review all intakes, including abuse, ensuring proper ADP processes are followed.
- Oversee permanent ward reviews and ensure reporting to the Southern Authority.
- Ensure case lists and CFSIS records are accurate and up to date.
- Monitor monthly face-to-face contact standards and review files on a quarterly basis.
**Age of Majority**
- Identify children and youth aged 15-18 and ensure planning is in place for successful transitions to adulthood.
**Family Support Agreements**
- Review, approve, and monitor family support and respite agreements.
- Maintain records of all agreements and requisitions.
**Program Evaluation & Performance Measurement**
- Develop and implement program evaluation frameworks to measure service effectiveness and client outcomes.
- Establish performance indicators to assess success of programs and services.
- Analyze evaluation data and recommend changes to improve service delivery.
- Prepare reports on program performance for the Executive Director and Board.
**Administration/Finance (Service-related)**
- Review and approve service-related expenditures, purchase orders, and requisitions.
- Respond to inquiries regarding direct service in a professional and timely manner.
**Staff Supervision & Training**
- Conduct staff evaluations and develop training plans in collaboration with HR.
- Mentor Program Managers, Supervisors, and staff in case management and service standards.
- Resolve staff conflicts related to direct service matters.
**Capacity Development & Community Engagement**
- Ensure conflict of interest cases are properly managed.
- Provide mentorship and orientation to staff on case management systems.
- Attend management, Board, and Local CFS Committee meetings to report on service activities.
**Other Duties**
- Prepare reports for the agency’s annual report.
- Act as Executive Director in their absence.
- Participate in on-call duties as scheduled.
- Other duties as assigned.
**Qualifications**
- Post-secondary diploma or undergraduate degree in Social Work or related discipline (or combination of education and experience).
- Minimum five (5) years’ progressive leadership experience in child welfare or social services.
- Strong knowledge of the Manitoba Child and Family Services Act, standards, and regulations.
- Demonstrated leadership, supervision, and conflict resolution skills.
- Experience working with First Nations communities, with knowledge of cultural protocols and the impact of colonization and intergenerational trauma.
- Experience in program evaluation and performance measurement.
- Ability to utilize and navigate the Provincial CFSIS system.

Pay: $99,199.00-$135,758.00 per year
