Coordinator Special Needs Services

**SUMMARY OF THE POSITION**
Reporting to the Director of Program development and Support, the incumbent contributes to the delivery of programs and services for individuals with Special needs. This will be in collaboration with the managements of the nine Community Miyupimaatisiiun Centers (CMCs), Mental Health, Youth Protection, Youth Healing, and the other programs managements in the Pimuhteheu Group. The incumbent ensures the provision of specialized expertise in psychosocial and clinical services to the line delivery services, and serves as a liaison, coordination and support point amongst all concerned managements for Special Needs Services (SNS).
**SPECIFIC FUNCTIONS**
Contribute to the delivery of programs and services for individuals with Special needs, including:
- Supports First-line services for special needs clienteles;
- Ensures assessment, diagnostic and interventions are provided to Eeyou Istchee clients with special needs;
- Contributes to community based or regional support/respite/interventions for children, youth and families in need of specialized support to perform their daily lives;
- Ensures clients access to corridors of services in regards to external secondary and tertiary resources (i.e. CROM, CIUSS de l’Estrie-CHUS, Riverview Developmental services, Little Fireflies’, Partners in Parenting, Mainstreet Community Services, etc.);
- Contributes to the planning, organization and coordination of SNS, and the incorporation of such in policies, programs, procedures, protocols and tools;
- Collaborates in developing, organizing and coordinating the integration of professional norms, techniques, procedures, regulations, care protocols, clinical tools and methods into SNS programming, in that the DPSQAs have the final responsibility for the clinical practice and related services standards and quality supervision;
- Advises managers on SNS and related matters;
- Contributes, in collaboration with other departments and entities, to the planning, organization and coordination of projects and programs for clients with special needs, such as Jordan Principle program;
- Contributes to the quality of services, in a perspective of continuous improvement and evaluation, in respect with Cree culture;
- Ensures in collaboration with DSPQAs, compliance with the various professional codes, laws, regulations and guidelines;
- Participates in relevant and mandated MSSS or Network committees as concerns the needs of the organization (e.g. Table nationale de coordination en DI-TSA/National coordination table for ID-ASD);
- Ensures human, financial, material, and information resources management, and the general administration of the regional SNS Unit;
- Carries out any other function or task at the request of the supervisor.
**REQUIREMENTS**
Education and Experience:
- Bachelor degree in health administration or another appropriate discipline and three (3) years of experience in the management, coordination and planning of programs and services within the health and social services sectors.
- Specialization in a relevant field is an asset.
- Experience in programs and services for clients with special needs is an asset.
Knowledge and Abilities:
- Good knowledge of the MSSS network, regulations and support programs and services for people with Special needs, and its intervention practices in an Integrated Health & Social Services Centre (CISSS), the hospital, or other SNS facilities. Experience with Youth mental health clientele and Youth Protection clientele is an asset;
- Good knowledge of and experience with SNS, its related theory, practice, current issues and trends, and program planning and monitoring, including the development of policies and program manuals and quality assurance systems;
- Good knowledge of the continuum of services, and community health prevention and promotion approaches;
- Good knowledge of multidisciplinary team functioning;
- Ability to manage the planning and development of new services and programs;
- Knowledge of, or ability to grasp the issues and context related to First Nation SNS;
- Knowledge of Nishiiyuu Miyupimaatiisium (Cree traditional methods) healing practices is an asset;
- Knowledge of Cree culture and language or trans-cultural knowledge is an asset;
- Northern SNS experience is an asset;
- Good record of experience in first-line services prior to experience in program planning or management is an asset;
- Good interpersonal communication, leadership, and respectful teamwork skills;
- Ability to effectively collaborate with line managers in a matrix organization;
- Excellent communication skills, both written and oral;
- Methodical, organized, autonomous, flexible, and ability to multi-tasking;
- Excellent critical thinking, decision making, and problem-solving skills;
**LANGUAGE**
- Fluent in English;
- Fluency in Cree and/or French is an asset;
- Ability to read French is an asset.
