**JOB SUMMARY**
- Road Safety and Traffic Investigations is responsible for coordinating and directing traffic investigations, collecting, analyzing and processing traffic field data, and developing procedures to enhance safety for drivers and pedestrians through the continuous review of evolving traffic and collision patterns and the timely revision of speed limits and upgraded traffic control devices. The unit manages the implementation, monitoring, assessment, refinement and development of installation criteria for traffic control devices and safety initiatives such as the Community Safety Zone Program and Adult Crossing Guard Program to maximize their effectiveness, and is responsible for the investigation of fatal collisions to determine the role of the road and its infrastructure in the cause or severity of those collisions.
- You are responsible for: supervising a Traffic Investigations and Surveys Unit responsible for traffic control measures and infrastructure on city streets and arterial roadways; resolving traffic safety and operational inquiries by prioritizing and initiating studies and reviews; coordinating resources for a wide range of investigations to ensure the safety and efficiency of the city’s road network and consistency for all road users; initiating, designing, managing and approving/authorizing the implementation of a wide range of traffic control safety measures including intersection controls, establishment/review of speed limits, regulatory and warning signs, information and guide signs, pavement marking initiatives, parking and curb use strategies and corrective roadway modification schemes.
- You also: communicate information regarding program policies, administration, implementation and evaluation to senior staff, elected officials, special interest groups and the public; prepare associated technical policies, correspondence, reports, surveys and public notices; and contribute to ongoing service delivery and service improvement initiatives in the branch.
**EDUCATION AND EXPERIENCE**
- Completion of 4 year university degree in Civil Engineering or Planning, or related field with a transportation focus.
**CERTIFICATIONS AND LICENCES**
- Registered Professional Planner (RPP) with Ontario Professional Planners Institute OR Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario is desirable
**KNOWLEDGE**
- Extensive knowledge of general transportation issues
- Knowledge of technical standards including the Ontario Traffic Manual, Ontario Highway Traffic Act, local Traffic and Parking By-laws and TAC/MTO Geometric Design Manuals
- Regulatory requirements for traffic signage and pavement markings
- Investigative techniques for traffic surveys, road safety audits, and site investigations
- Specialized equipment such as digital speed display signs, speed radar trailers, laser and radar speed measuring devices, video and digital camera equipment and a range of traffic control devices
- Processes for documenting/maintaining documentation of all traffic investigations and fatal accident investigations including technical and geometric data, digital photographs and records for historical files
- Corporate, departmental and branch policies and procedures
- Working knowledge of Corporate Human Resource policies and the principles of supervision in a unionized environment
- Project management principles and techniques
- Corporate financial and procurement procedures and policies
- Knowledge of municipal, provincial and federal government structure and jurisdictions relating to transportation matters
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
