The District Manager, Bylaw Enforcement is responsible for ensuring the effective, efficient, economical and essential service delivery of a Municipal Licensing and Standards, District Operation teams. As a dynamic leader, the Manager is responsible for promoting the mission, vision and values of the Municipal Licensing and Standards Division and the Toronto Public Service.

**Major Responsibilities**:

- Leads the development and implementation of the strategic and operational direction of the District based Bylaw Enforcement teams, by establishing short-term and long-term objectives and operational policies that support the Division’s strategic directions, priorities and program initiatives
- Manages and monitors all aspects of the day-to-day operation (e.g., administration, inspections, investigations) with the support of the supervisory staff, administrative support staff and Municipal Standards Officers.
- Supervises, coaches and motivates staff to ensure team performance and promote individual effectiveness to achieve high standards of work quality and organizational performance; empowers staff to assume responsibility and holds them accountable for their performance
- Promotes a collaborative, learning and team-based culture through role modelling and encouraging others; supports continuous learning and encourages innovation; promotes the ability and willingness to be flexible and adaptable to respond to diverse challenges and demands
- Responds to complaints, matters of a sensitive nature, and attends community-based meetings as needed or requested by senior staff to address emerging issues relevant to the mandate.
- Develops and fosters relationships within the community, and with other agencies, to advance an educational and compliance-based approach to resolving issues
- Supports a customer service focussed approach to by-law enforcement
- Responsible for human resource management including supervision of staff, labour relations, performance development and ensuring compliance with employment-related legislation and policies including, but not limited to, the Ontario Human Rights Code, Occupational Health and Safety Act, the Municipal Freedom of Information and Protection of Privacy Act, the Conflict-of-Interest policy, the collective agreement and other City policies and procedures
- Ensures the cost effective and responsible management of the Team’s financial, material and human resources to achieve results; develops and administers the Team’s budget; monitors expenditures to ensure budgetary compliance
- Develops and implements inspection, enforcement and compliance strategies to address Divisional and Council priorities, including risk-based approaches; establishes mechanisms to ensure the high quality of inspections and investigations conducted by staff, including the auditing of files; establishes performance benchmarks and service delivery standards for the Team
- Liaises with citizens, elected officials, stakeholder groups and others to advise and direct with respect to municipal law enforcement; provides interpretation of by-laws and legislation to staff, elected officials and the public; assists in the development of Council policies, bylaws and bylaw amendments
- Ensures appropriate reports are prepared for submission to Community Council, the Property Standards Appeal Committee, court and other judicial/quasi-judicial bodies
- Collaborates horizontally and creates opportunities for shared success with other Teams, Divisions and external partners; responds to media inquiries

**Key Qualifications**:

- Post-secondary education in law or law enforcement, public administration, business administration management, or an equivalent combination of education and considerable experience.
- Considerable experience implementing effective compliance and enforcement strategies, including working horizontally, building enforcement partnerships, supporting stakeholder involvement, and performance measurement.
- Considerable experience leading a team of staff to achieve work unit objectives by encouraging teamwork, innovation, participation and staff development.
- Considerable experience in leading change; being adaptable and responsive to changes in service demands and emerging issues.
- Considerable experience in the supervision or leadership of front-line staff working in complex and politically sensitive environment, including coaching, coordinating, and the demonstrated ability to handle day
