This position is eligible to work remotely on a part-time basis
**Main Function**:Effectively manage and administer a complex portfolio of rent-geared-to-income housing units and rent supplement units in accordance with established standards, policies and procedures including, rent-geared-to-income (RGI) administration, tenant administration, revenue collection, resolution of tenancy issues, and Housing Services Act and Residential Tenancies Act compliance.**
**Characteristic Duties**:Under the general supervision of the Manager of Tenant Services.
1. Monitor chronic and persistent late payers, conduct tenant visits, telephone calls, office interviews and negotiate a repayment agreement in appropriate cases.
2. Ensure the collection of monthly rental revenues.
4. Review and investigate cases of alleged fraud and income and/or family composition misrepresentation and enforce the rent-geared-to-income eligibility requirements of the Housing Services Act by taking legal action as required.
5. Ensure compliance with Landlord and Tenant Board orders and mediated agreements.
6. Recommend the engagement of legal counsel as required.
7. Attend with the Sheriff and Police for eviction purposes in cases of non-compliance.
8. Oversee the complete eviction process; ensure proper charges are processed to accounts.
9. Investigate and report on various health, safety and wellness issues.
10. Investigate and follow up on cases of personal injury or property damage by completing an incident/accident report and provide pertinent information to insurance adjusters and legal counsel.
11. Screen, interview, train, direct, motivate and evaluate bargaining unit staff. Coordinate and direct the activities of team members.
12. Represent GSHO during Stage 1 of the Collective Bargaining Agreement grievance procedure.
13. Provide client service by resolving complaints, respond to enquiries by taking appropriate action including site visits, office interviews, etc.
14. Assist/Coordinate/Facilitate tenant meetings, social and recreation activities, and external community events.
15. Coordinate with community resources and outreach supports.
16. Aid chronic homeless individuals in maintaining successful housing.
17. Represent GSHO at the Rapid Mobilization Table and refer tenants in need of supports in order to preserve tenancies.
18. Manage the annual tenant lease renewal process and ensure compliance.
19. Review and make decision on internal transfer requests, over-housed households, and requests to join existing households.
21. Participate in the management on call rotation after office hours.
22. Respond to major emergencies after office hours.
23. Provide management coverage during staff shortages as the result of strikes, lockouts, union unrest, etc.
24. Prepare and authorize Notice of Trespass on unwanted individuals.
25. Prepare and authorize the removal of vehicles from property.
26. Collaborate with Corporate Security Services regarding security services, reviewing video surveillance data for evidence and review daily detailed security reports on disturbances, damages and non-compliance of lease agreements.
27. Ensure compliance with all operational policies and all CGS Social Housing Notifications with respect to RGI administration and Housing Services Act requirements.
28. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
29. Perform other related duties as required.
**Qualifications**:
**Education and Training**:
- College Diploma in a related discipline (e.g., Business Administration, Social Sciences or Public Administration) from a recognized Community College with Canadian accreditation.
- Additional specialized training (e.g., Certificate in Property Management) considered a definite asset.
- Additional educational initiatives to update and expand competencies considered an asset.
**Experience**:
- Minimum of five (5) years of related experience including experience in residential property management.
**Knowledge Of**:
- CGS’s priorities.
- Applicable legislation and related regulations.
- Social Housing issues, policies, and programs.
- Extensive knowledge of the Residential Tenancies Act and applicable notices.
- Principle and practices of Property Management.
- Current and emerging management issues within CGS as they affect the Division.
- Best practices within areas of responsibility.
