The Canada-Nova Scotia Offshore Energy Regulator (CNSOER) is lead and lifecycle offshore energy regulator and has an exciting opportunity for an Advisor, Finance. On January 31, 2025, the CNSOER’s mandate was expanded to include the regulation of offshore renewable energy development in the Canada-Nova Scotia offshore area.

The CNSOER is in Dartmouth, Nova Scotia, and is the independent joint agency of the Governments of Canada and Nova Scotia responsible for the regulation of renewable energy and oil and gas exploration and development activities that take place in the Canada-Nova Scotia offshore area.

The Advisor, Finance reports to the Chief Executive Officer and is responsible for the day-to-day accounting, including full-cycle financial reporting and analysis as well as providing support and advice to other CNSOER processes.

**The responsibilities include**:

- Prepare monthly, quarterly, and annual financial statement
- Develop, recommend, and manage annual budget and forecast
- Account Receivables - create any required invoices, code invoices and follow-up on outstanding invoices
- Account Payables - review purchase and travel requisitions. Review all accounts payable invoices/expense reports and process for payment
- Prepare the bank reconciliation monthly
- Prepare cost recovery invoices as per the Cost Recovery Regulations
- Lead year-end processes with external auditors
- Review and process Board Members daily fees, retainer fees, and expenses for payment
- Canada Revenue Agency - HST/GST - reconcile and remit payments on a quarterly basis
- Process bi-weekly payroll through payroll provider
- Coordinates and advises on procurement processes
- Preparation of (monthly/quarterly/annual) investment reconciliation
- Provide financial support and advice to other CNSOER processes such as Call for Bids, financial responsibility and participant funding program
- Process and administer legislative and regulatory items such as royalty payments and operating licenses
- Bachelor’s degree in business administration (or similar field) with a major in accounting or finance
- Possession of a professional accounting designation (CPA), preferred, or an equivalent combination of education, training, and experience
- A minimum of 5-7 years’ experience in a role with similar responsibilities
- Familiarity with Public Sector Accounting Standards
- Knowledge of Generally Accepted Accounting Principles (GAAP)
- Knowledge to assess a company’s financial statements
- Proficient with SAGE (Simply Accounting) software
- Excellent verbal and written communication skills
- Excellent collaboration and relationship building skills
- Strong organizational skills, attention to detail and time management skills
